Description
The Bureau of Reclamation intends to award a sole source procurement to the National Academy of Sciences (quasi Government agency) to execute an independent study to evaluate technical concerns addressing ductile iron pipe coatings identified in Table 2 of the U.S. Bureau of Reclamation's Technical Memorandum 8140-CC-2004-1. The 2003 House Committee on Appropriations Report directed Reclamation to study its corrosion criteria. After an extensive review of technical/performance data and review by an independent consultant review panel, Reclamation published its findings and recommendations in Technical Memorandum No. 8140-CC-2004-1, "Corrosion Considerations for Buried Metallic Water Pipe", dated July, 2004. During the development of the Technical Memorandum No. 8140-CC-2004-1, "Corrosion Considerations for Buried Metallic Water Pipe", dated July, 2004, Reclamation found that the effectiveness of polyethylene encasement (PE) has been the subject of intense debate within the ductile iron pipe and corrosion industries for years. Reclamation continues to have technical concerns regarding corrosion control and mitigation of corrosion on ductile iron pipe; and its position is reinforced by questions regarding the appropriateness of the statistical analysis of the data from DIPRA's test bed program. The Government believes that only one responsible source can execute the scope and direction of this study. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 15 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541690 which is $6.5 Million. This notice may represent the only official notice of such a solicitation.
