Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO DETERMINE AVAILABILITY OF INTERESTED CONTRACTORS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME AND THIS IS NOT A FORMAL REQUEST FOR QUOTATION OR PROPOSAL. The purpose of this sources sought is to determine the availability of interested contractors to analyze the present NPS concessions workforce, and develop and implement a comprehensive human capital strategy and developmental plan that successfully addresses the needs of service wide concessions management. Throughout the National Park Service, there are approximately 600 concession contracts constituting more than $800 million of business annually. It is necessary, therefore, that the NPS make an appropriate investment in human capital in order to realize consistent, sustainable benefit to the government and the users of concessioner-provided services. The overarching human capital goal is that a professional and well-trained workforce manages and implements the concession program at the field, regional, and headquarters levels. Achieving this goal requires a Service wide, outcome-oriented human capital strategy. The NPS human capital strategy for concessions management focuses on recruiting, supporting, and promoting employees with the expertise and skills to accomplish the current objectives and long-term program goals. This strategy is comprised of four principle components: (1)Workforce analysis, (2) Competencies definition, (3) Organizational management planning, and (4) Training and development implementation. The first component, is workforce analysis. This analysis will include, among other things: the demographics of the present workforce; use of collateral-duty personnel and contractors; position descriptions and task assignments; and employee skills and job responsibilities. The analysis will serve as the foundation for development of the subsequent components of the human capital strategy. Successful management of the concession program requires that the workforce be unified in its business practices. The competencies definition component of this strategy will identify the foundation skills required for concessions management as well as the tools for employee assessment. The result will be selection of Office of Personnel Management-approved competencies to use in developing concessions management career field employees. The next component will be the organizational management and planning. This component will include an evaluation of workplace experiences, staffing standards, and supervision, among other human resource considerations. The service wide and programmatic concessions management organizational structure will be assessed along with a review of recruitment and retention efforts. A critical aspect of the human capital strategy is the implementation of the training and development component, occurring in tandem with the elements above. In working to close competencies skills gaps, the concessions management workforce will benefit from the assessment of existing training courses and the development of new instructional materials. Interested contractors must possess a thorough understanding of the Concessions Management Improvement Act of 1998, the leasing provisions of 36 CFR, and National Park Service Director's Order 48A as they relate to concessions management staff and collateral duty personnel. The NPS requests all interested parties submit information that addresses the following: (1) Experience: The contractor must describe their experience of best practices in the application of hospitality management, business and financial management, resource management, asset and facility management, environmental stewardship, responsibilities for concession management, and related factors that affect the overall program. (2) Past Performance: The contractor is requested to provide past performance references relevant to Workforce Analysis, Competencies Definition, Organizational Management Planning, and Training and Development Implementation requirements as described above along with complete and current contact information (customer name, project name/contract number, address, contact name, phone number and email. (3) Small Business Status: It is anticipated that the NAICS code for this acquisition will be 541612 with a small business size standard of $6.5M. Contractors are required to submit their small business status with their response. This sources sought request is due to the POC identified herein no later than April 10, 2008 close of business. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP.
