- THIS IS A MODIFICATION TO THE SYNOPSIS POSTED ON 05 DECEMBER 2007. The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE) intends to procure a new Land-Based Mobile Electrical Power Plant (MEPP). The new MEPP shall be a Commercial-Off-The-Shelf (COTS) or modified COTS item. It shall be a self-contained, diesel engine driven, electrical power unit on a ruggedized, four wheel trailer capable of being towed over paved and gravel surfaces. The new MEPP will be a replacement unit for existing land-based NC-10C (P/N 328AS100-1) and NC-10C-2 (P/N: 328AS100-2) MEPPs. The new MEPP shall utilize state-of-the-art displays and instrumentation technologies for both engine operations and generator outputs. As required for any typical Navy Common Support Equipment (CSE), the new MEPP shall be highly reliable, maintainable, and supportable. As a land-based unit, it shall be capable of meeting shock, vibration, environmental, electromagnetic interference (EMI), and mobility criteria. The MEPP shall generate electric power outputs as follows: AC OUTPUT POWER: SHALL CONSIST OF ONE (1) 115/200 VAC, 400 HZ, 3-PHASE, 4 WIRE, 0.8 LAGGING TO 0.95 LEADING POWER FACTOR RATED AT A MINIMUM OF 60KVA; 28 VDC OUTPUT POWER: 28 VDC, 750 AMPERES CONTINUOUS, 1000 AMPERES FOR 5 MINUTES; 270 VDC OUTPUT POWER: 270 VDC, 45 KW CONTINUOUS. The diesel powered generator unit shall adhere to the requirements of MIL-STD-704 for aircraft power characteristics and comply with EPA Tier III emission standards for non-road diesel engines. The unit shall be equipped with internally stored output power cables. The output cables shall connect to all existing Navy and Marine Corps aircraft. The new MEPP shall adhere to national standards as documented in SAE AS8090, utilize state-of-the-art technology, and be transportable onboard military aircraft (C-5, C-17, C-130, C-9B, C-40 and H-53). Human factors engineering shall be utilized to the greatest extent possible to make the new MEPP a user friendly piece of CSE. Offerors must clearly define in their proposals the ability to provide and meet all NAVAIR Logistics requirements (Supply Support, Technical Manual, Maintenance Plan, Training and Warranty). The Government anticipates the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 4 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. After successful completion of contractor pilot production testing and government suitability and supportability evaluation, the government plans to issue delivery orders for the production units over four years beginning in FY 2010 for up to 700 production MEPPs. 100% Small Business Set-Aside.
