Description
This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB) and Small Business (SB) offerors. The Naval Facilities Engineering Service Center (NFESC) will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. This Sources Sought announcement is a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerc e Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) websites, if the Government intends to continue with the procurement. The general Scope of Work will include services from a contractor to conduct environmental research, development, and test & evaluation for shore facilities. The NFESC?s mission is to assure that activities conducting industrial processes comply with federal, state, and local regulatory requirements. The NFESC?s emphasis, are on technologies that reduce hazardous waste generation through process modification, material substitution, or recycling; solid waste and hazardous material management; industrial oily waste treatment to levels approaching or achieving zero discharge; and air pollution issues that impact Navy industrial processes. The NFESC Environmental Quality Division (OP42) requires a contract to provide pollution prevention (P2) environmental research, development, and test & evaluation to Navy and Marine Corps installati ons and commands worldwide, and to other federal organizations it is s upporting. Respondents should provide the following information about their Pollution Prevention Technology Development capabilities to provide their personnel, equipment, materials and facilities in support of various Navy and federal government programs in obtaining various engineering and incidental technical services for the following categories: ---Research, development, testing, and evaluation (RDT&E) of innovative pollution prevention (P2) environmental technologies, strategies and techniques, ---Field demonstration & validation for innovative P2 technologies and processes, ---Construction, installation, testing, operation, evaluation, and implementation of a variety of proven pollution prevention technologies, ---Site Operations and Maintenance (O&M) training, ---Implementation for proven P2 environmental technologies, processes, strategies and techniques, ---Technical documentations and training for transfer of proven technology efforts to end users, and ---Technical consultation. Work shall include a wide range of engineering services and construction efforts related to pollution prevention or remedial measures including, but not limited to, the following: a) Hazardous waste management. b) Hazardous material control. c) Material Substitution. d) ADP systems. e) Solid waste. f) Air emissions control. . g) Wastewater management. h) Oily waste management. i) Climate Change Initiative (CCI) on global warming.. j) Drinking water quality and security. k) Biowarfare. Threat Detection Technologies. l) Performing a variety of on site activities in support of pollution prevention. m) Preparing technology transfer packages for innovative technologies, methodologies, and techniques for pollution prevention. Technology transfer packages may include, but are not limited to, text, photographs, graphics, trademarks, software programs and processes. A technology transfer package is intended for publication on CD-ROMs or Navy web sites and for dissemination to the general public. n) Preparing Cost and Performance Reports for innovative technologies, methodologies and techniques for pollution prevention o) Perform various engineering services and tasks under the Department of Defense (DoD) and Navy?s Pollution Abatement Ashore (PAA) programs. p) Ship-to-Shore Wastewater management. Develop designs and technologies (collection, treatment, and management practice) for ship wastewater. Work in these environmental areas cover numerous environmental regulations. In all cases, work must be performed in accordance with federal, state, local and installation laws, regulations and instructions. Interested sources should respond with brief documentation showing the company?s ability to fulfill the requirements described. Interested sources will briefly summarize their corporate history, and level of experience with pollution prevention (P2) environmental research, and development, and test and evaluation services, and by completing the attached questionnaire form. This announcement is not a commitment by the Government to issue for a solicitation or ultimately award a contract. The applicable NAICS Code is 541330 Environmental Engineering Services with a size standard of $4.5 Million. Interested sources must submit any comments and information via email to Richard.Lee@navy.mil no later than 10 April 2008. Responses received after this deadline may not be considered. Since this is a Sources Sought announcement, no evaluation letters will be issued to participants.
