Description
The Marine Corps Systems Command, PM ICE (Infantry Combat Equipment), is conducting a market survey to identify the commercial availability of a general-use ?Handheld? flashlight that will provide improvements over the functions of the currently issued Green Angle-head Flashlight. Desired performance characteristics include, but are not necessarily limited to: Energy efficiency (compatible with all DoD inventory AA batteries with the same form, fit and function across the range of power condition from 100% full/new to 7% weak/almost dead with a minimum operation time per battery load of 8 hours), light output (maximum light output between 5.6 and 24 lumens of white light, projection of a white beam of concentrated light not less than five inches nor more than 24 inches in diameter on a screen located five feet from the end of the flashlight), provision of a dedicated red light source providing an output that is not under 80 percent transmission at 650 nanometers, an infrared light capability by filter or dedicated light source at a wavelength of 880 nanometers, ruggedness and shock resistance (must withstand at least ten repeated five foot drops on a concrete floor with no performance degradation and screw on fittings should withstand 30 inch pounds of torque without failure or stripping), operational life (mean time between failure of at least 1000 hours and a switch life in excess of 25,000 operation cycles), ergonomics (identification and operability by feel with use of DoD inventory gloves, to include flame-retardant and cold weather contact gloves, operation and battery replacement should be intuitive to the average Marine, and environmental durability (must operate in a temperature range of -40? F to 150? F using DoD inventory batteries and be waterproof to three feet of water for one hour). Desired physical characteristics include, but are not necessarily limited to: compact size, light weight, pivoting head, capability of providing a hands-free light source while set down/standing alone on deck without propping up, provision for projecting specific white (primary color), blue and infrared light without installing filter caps or lenses, adjustable illumination for all light colors, starting with the dimmest and progressing to the brightest setting, provision for a belt/clothing clip capable of suspending a 10 lb load, provision to accept the threading of a ? inch or larger cord to retain light, also capable of suspending a 10 lb load. The following features will not be considered as adding value: Weapon System Integration Features, Head Born System Integration Features, Coast Guard/Bureau of Mines or Intrinsically Safe Certifications. Firms who believe they have a product capable of meeting this requirement are requested to provide product light samples, literature, brochures, price lists, warranty coverage, business size and any other relevant information. Submitted items and information will not be returned. Proprietary information submitted in response to this synopsis will be protected when clearly identified as proprietary. Responses shall be submitted no later than 3:00 PM Local Time 31 March 2008 to Contracts Directorate, Code CT0 23, ATTN: Mark Sanderson, 2200 Lester Street, Quantico, VA 22134-6050. Submitted information will not be returned. This is not a request for proposal or quotation. No solicitation document exists. This is not to be construed as a commitment by the government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information requested. No entitlement to payment of direct or indi rect cost or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information.
