- This notice attempts to identify additional sources for a future competitively solicited, firm-fixed price production contract with repairs in support of Legacy Single Channel Ground and Airborne Radio Systems (SINCGARS). Other engineering services m ay be included on a Time and Material basis. A single award will be made to the best overall proposal that is determined to be the most beneficial and offer the best value to the Government. The awarded contract will be a five-year, IDIQ type contract with three optional years. The contractor shall provide Shop Replaceable Units (SRUs) and spares (replaceable subassemblies and parts of end items that are normally stocked by CECOM item managers at government depot) for the RT-1523A and RT-1523D receiver/tran smitter. These SINCGARS items were originally designed and manufactured by General Dynamics Land System (GDLS). Tallahassee Technologies is the current producer of these legacy SINCGARS sustainment spares. A list of the deliverable spare parts, as well as SRUs, is available (additional items may be added at a later date). A Technical Data Package (TDP) exists. Additional engineering efforts may be required by prospective contractors in order to successfully produce these items. Obsolescence and configuratio n management will be the contractors responsibility. The contractor is responsible for obsolescence redesign and upgrade to extend the services life of these equipments. Due to the engineering expertise that is required to manage and support the GD SINCGA RS baseline, interested sources are required to have demonstrated capabilities in dealing with SINCGARS or other similar Frequency Hopping Combat Net Radios in the following areas: a) manufacture and repair complex Circuit Card Assembly (CCA), b) redesign CCA to eliminate obsolescence, c) redevelop and troubleshoot software, d) testing at CCA and radio system level. In addition, interested sources are required to have an active COMSEC account and a plant capacity to meet a monthly demand of up to 1200 SINCG ARS CCAs, to be delivered within 9 months after contract award.
