- This is a SOURCES SOUGHT NOTICE. This is not a solicitation, proposals are not being requested. If a solicitation is issued, it will be posted on a seperate announcement. The DoD Civilian Employee Drug Testing Program, a requiring activity of the T RICARE Management Activity (TMA), was established under DoD Directive 1010.9, DoD Drug Abuse Testing Program, in accordance with Executive Order 12564 to ensure a Drug-Free Federal Workplace. In preparation for an upcoming procurement, TMA, in collaborati on with the U.S. Army Medical Research Acquisition Activity (USAMRAA), is conducting market research to determine potential sources capable of providing urinalysis drug testing services to include Specimen Collection and Medical Officer Review (MRO) proces ses. As mentioned, the nature of work to be performed shall include Specimen Collection and Medical Review Officer (MRO) services. Capabilities for Specimen Collection services include: (1) providing drug testing kits and chain-of-custody forms to collection sites; (2) collecting specimens in accordance with Federal Regulations; (3) shipping and tracking of collected specimens (via computer database system); (4) capability to provide for in-house, off-site and on-site collections with a nationwid e/international network of collection sites; and (5) conducting pre-employment, random, reasonable suspicion/cause, post accident, return to duty, and follow-up drug testing services. MRO services include: (1) reviewing lab test results and specimen cust ody and control form to verify forensic and scientific reliability; (2) conducting donor interviews (as required); (3) making determinations regarding test results; (4) reporting verified test results to employer/Federal agency; and (5) maintaining records and confidentiality of drug testing information. Federal Regulations relevant to civilian drug testing include: Executive Order 12564, Drug-Free Federal Workplace, (September 15, 1986); DoD Directive 1010.9, DoD Drug Abuse Testing Program, (Augus t 23, 1988); 59 Federal Register 29908-01 Mandatory Guidelines for Federal Workplace Drug Testing Programs (June 9, 1994); and Title 42 Code of Federal Regulations, Part 2: Confidentiality of Alcohol and Drug Abuse Patient Records.
