- The U. S. Environmental Protection Agency (EPA), National Homeland Security Research Center (NHSRC), Threat and Consequence Assessment Division (TCAD) intends to negotiate on a sole source basis with Johns Hopkins University Applied Physics Laboratory (JHU APL), under the authority of FAR Part 6.302-1, to enhance the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) software tool by incorporating water utility with Public Health Data for the Water Security (WS)/Contamination Warning System (CWS). This project aims to expand and implement the conceptual design of the ESSENCE water module which shall include: (1) the addition of at least two additional health effect nodes; (2) extend the water utility detection framework to include customer complaint data; (3) validate water quality node through expansion to at least two other water utilities; and (4) pursue the use of the water module in other ESSENCE jurisdictions. The tasks to be performed under the Base Period of the Performance Work Statement includes: (1) Add an additional water utility to the ESSENCE WS-CWS public health initiative; (2) Enhance the ESSENCE WS-CWS; (3) Provide a Data and Telecommunication Infrastructure for Water Utilities and their Public Health Partners and; (4) Evaluate the Project. Two options are also included in the procurement. Option 1 includes the following tasks: (1) Add an additional water utility to the ESSENCE WS-CWS public health initiative; (2) Enhance the ESSENCE WS-CWS; (3) Provide a Data and Telecommunication Infrastructure for Water Utilities and their Public Health Partners and; (4) Evaluate the Project. Option 2 includes the following tasks: (1) Work with pilot utilities and public health departments for full functionality and describe a general system architecture for an ESSENCE WS-CWS; (2) Validate the Bayesian Belief Network (BBN's); and (3) Evaluate the Project. EPA source research indicates that JHU APL is uniquely qualified to enhance the ESSENCE software tool based on the fact that it developed ESSENCE and only JHU APL personnel have access to ESSENCE's source code and algorithms. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the performance work statement. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. EPA anticipates the award of a Cost Type contract. The NAICS code designation for RFP PR-CI-08-10476 is 541511. The anticipated award date is July 28, 2008. See numbered notes 22 and 26.
