- Description
- The U.S. Coast Guard Engineering Logistics Center has a requirement to procure two (2) each portable DCX-XRT Watchman Data Collectors to assist with vibration monitoring and analysis to include an upgrade to the existing proprietary ExpertALERT Machine Condition Assessment software program. As part of this acquisition the current government-owned antiquated analyzers and related equipment shall be returned to the OEM for a trade in value and deduction from the cost of the new equipment. It is the Government's belief that the equipment and software package are proprietary items to DLI Engineering Corporation, the Original Equipment Manufacturer (OEM), therefore it is the Government's intent to solicit and negotiate only with DLI Engineering Corporation and/or their authorized dealers/distributors. The Government did not procure any data or data rights when the original equipment and software program were procured. Concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same within ten (10) calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered equipment and software package (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered equipment and software package have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1. Request for Quotation (RFQ) Number HSCG40-08-Q-60007 shall be available for download on or about March 14, 2008. The deadline for submission of quotations shall be March 25th 2008. All responsible sources may submit a quotation which, if timely received, shall be considered by the Agency.
