- Description
- The Federal Aviation Administration (FAA) seeks interested sources that are capable of providing performance engineering support services. This requirement is a 100 percent Small Business Set-Aside. The proposed contract type is Indefinite Delivery/Indefinite Quantity (IDIQ) with a minimum price and maximum ceiling for the overall estimated contract value. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services. The total period of performance is four years; a one-year base period and three one-year options. Attached to this RFI is the Government's Statement of Work that comprises applicable documents, tasks and requirements, deliverables, place of performance, program planning and management, any additional task order support, and labor categories duties and qualification. The FAA intends to award one contract to a small business contractor whose proposal represents the best overall value to the Government. The intent of this RFI is to permit small businesses that may possess the technical knowledge, skills and abilities in support of this procurement to provide specific information as to their capabilities. A contractor capabilities statement is limited to ten (10) pages. Once the FAA concludes that a sufficient number of eligible small business companies under the requisite NAICS code possess the unique technical abilities required to satisfy this procurement, the Agency will conduct a competitive procurement by releasing a Requests for Offer. Respondents must have the following relevant knowledge or experience: ??? Have experience in domain and system-level performance requirements definition/analyses; ??? Have experience in modeling and performance analyses (with respect to individual subsystem and end-to-end system performance); ??? Have experience in analyzing and assessing Failure Modes Effects and Criticality (FMECA); ??? Have technical knowledge of En Route Automation Systems include demonstrated knowledge of the En Route Automation Modernization (ERAM), En Route Communications Gateway (ECG), Display System Replacement (DSR), and User Request Evaluation Tool (URET) systems; and ??? Have technical demonstrated knowledge of key Air Traffic Control System Capabilities such as Flight Data Processing, Surveillance Data Processing, and Conflict Alert algorithms. All Submission to this RFI must be received by 12:00PM Eastern Standard Time on April 7, 2008. All Submission must be submitted electronically to FAA Contract Specialist, Elayne Gomes-Battle, elayne.gomes-battle@faa.gov, marked "DTFAWA-08-SIR-EPE01 Market Survey" in MS Office or PDF format. Ms. Gomes-Battle will not accept any submission made by Mail or facsimile. NOTICE: The FAA will not pay for any information received or costs incurred in preparing responses to this Request for Information. All proprietary information should be marked. This request for information shall not be construed as a request for proposal or as an obligation on the part of the Government (FAA) to acquire these services.
