Description
The previously posted notice posted on 27 Feb 2008, is changed to include the following updated description: The U.S. Army Corps of engineers, Mobile District, intends to award a sole source, commercial items contract for the purchase of twelv e IKE 504 geospatial assessment tools with military kitsets. In accordance with FAR 6.302-1, the Government has determined that Science Applications International Corporation, 7125 Columbia Gateway Drive, Columbia, MD 21046-2552, is the only responsible so urce for this requirement. The Government intends to award a contract by 24 March 2008. This is not a request for proposals and no solicitation is available. Firms that believe they can furnish the required items are encouraged to identify themselves and p rovide written notification to the Contracting Officer within three days from the date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SAIC, in conjunction with S urveylab, has developed the ike 504, a secure chip Selective Availability Anti-Spoofing Module SAASM version of the current ike 305 hand-held Geographic Information System GIS Capture device. The ike relies on internal GIS software ESRI's ArcPad to seamles sly record and create real-time survey data into shapefiles. The current ike 305 continures to be the only hand-held GIS related device that incorporates a Global Positioning Satellite receiver; digital camera; inclinometer; compass; and a laser designator capable of lasing a target up to 1000 meters and getting the associated geo-location information all in one hand-held unit. All sensor devices are internal to the ike, thus no attachments are required. The ike 504 expands upon this uniqueness by incorpora ting the SAASM chip into the ike 305. The SAASM chip, developed by Rockwell-Collins, and controlled by the NAVSTAR GPS-Joint Program Office JPO, uses state-of-the-art security architecture mandated by the DoD for all new GPS systems. The SAASM-based GPS re ceiver is treated with a tamper-resistant coating to ensure safeguarding of classified military GPS data. The SAASM based receiver is the only receiver that is unclassified when keyed with Selective Availability. Additionally, the unclassified SAASM recei ver maintains all secure information internally and provides only unclassified outputs, including the permitted point solution information. Specifications for the ike 504 are as follows: the specifications for the SAASM chip are classified and controlled b y Rockwell-Collins and DoD regulations.
