Description
The Naval Sea System Command (NAVSEA) intends to issue the competitive, small business set-aside solicitation to award a multiple CLIN type, five year IDIQ contract to procure a Common Processing System that provides Open Architecture combat system processing for AEGIS Modernization. This is the solicitation discussed in the 6 Aug 07 Navy Open Architecture Processing System Sources Sought Announcement and the 17 Aug 07 Navy Open Architecture Processing Pre-Solicitation Notice, numbered N0002407R5113. The North American Industry Classification System (NAICS) code applicable to this requirement is 334111 with a size standard of 1000. The Common Processing System provides the computer processing and memory, data storage and extraction, and I/O interface to support hosting Navy combat system software applications and management of computing resources. The scope of work required includes: (1) design, development, and qualification of a COTS based, Grade A shock qualifie d, processing system; (2) developing logistics support products including: an Interactive Electronic Technical manual (IETM) supporting system operation and maintenance, Planned Maintenance System (PMS) documentation, a Computer Based Training course that supports system maintenance, and Provisioning Technical Documentation; (3) system production and factory acceptance test; (4) managing and resolving system obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues; and (5) establishing a Performance Based Logistics (PBL) supply support process to provide system repair parts in response to fleet requisitions. The final solicitation is expected to be released within 15 days.
