- Fleet and Industrial Supply Center (FISC), 1968 Gilbert Street, Ste. 600, Norfolk VA 23511 intends to award an Indefinite Delivery/Requirements type contract with firm fixed prices in accordance with FAR subpart 12.203, Procedures for solicitation, evaluation and award of Commercial Items and FAR Part 13.5 ?Test Program for Certain Commercial Items? (Clinger-Cohen), to provide Construction Safety Standards instructional services for the Naval Occupational Safety and Health and Environmental Training Center (NAVOSH), Norfolk, VA. The purpose of the course is provide SeaBees with training necessary to identify, interpret, and apply the 29 CFR 1926 standards and the OPNAV 5100.23 (series) NAVOSH program requirements at a construction site. The class size is approximately thirty-five (35) pupils and the course length is approximately five (5) days. The anticipated locations are, Gulfport, MS, Port Hueneme, CA, Okinawa, Japan and Norfolk, VA. This is a follow-on contract to contract N00189-03-P-1759. The resulting contract will be for a base year and four (4) one-year option periods. This requirement will be advertised on a 100% small business set-aside basis. The NAICS code is 611699, SIC Code 8299, FSC U099 size standard $6.5 million. The offeror?s quote shall be in the form prescribed by the solicitation and shall contain a response to each of the areas identified. In accordance with the provision 52.212-2, Evaluation ? Commercial Items, the quote will be evaluated based on the following factors: Phase I, Part I Resumes; Phase II, Part I will consist of written material and Part II will consist of Oral Presentations. The solicitation number is N00189-08-R-0011 and will be issued on or about 14 April 2008. By submission of a quotation, the offeror acknowledges that a prospective awardee must be registered in the CCR database prior to award, during the performance, and through final payment of any contract resulting from this solici tation. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the internet at http://ccr.gov. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
