Description
NASA/LaRC has a requirement for a Rack Mounted Telemetry System (RTS) capable of decommutating an IRIG-106 standard PCM Data stream. This RTS will be incorporated into a mobile Ground Support Equipment (GSE) Test Rack that will support various aircraft and spaceflight projects. The unit shall be a Physical Science Laboratory (PSL) product, or equal, that includes the following components and specifications: A single processor motherboard, 1GB ram, a single 3.5? floppy drive, 2 ea. CD-RW drives including drivers and burning/coping software, Dual 120 GB IDE hard drive, Windows 2000 Operating System, Installed Telemetry Data Acquisition System (TDAS) software, Industrial 19? rack mount computer case, 19? flat panel rack mountable monitor with video card, keyboard and mouse. This unit shall be compatible with existing PSL WFF93 PCM Encoding Systems. This unit shall contain a PCM Bit Synchronizer board with 20M bit/sec capability as a minimum. The system shall also include a full size PCI interface PCM Decommutator Board, comparable to a PSL01. It shall be capable of decoding all IRIG 106 PCM formats. Input PCM codes shall be user selectable. -Bit rates: up to 20 Mbits/second -Word length: 8 to 16 bits/word (var. word length support) -Minor frame size: up to 2048 words -Major frame size: up to 128K words -Minor frame sync pattern length: up to 63 bits. It shall have an integrated IRIG-B time code reader with PLL generation of 10 microsecond resolution time tags, Output ports: RS232/422x4, parallel x 2, and decom status. It shall be compatible with PSL WFF93 PCM. The system shall include a PSL Video Decompression Unit which will include a built-in color TFT screen (4? or larger), S-Video input, composite NTSC or PAL output, and external wall-pack power supply. This unit to be used in conjunction with PSL01 PCM Decommutator board and TDAS software and shall be compatible with PSL WFF93 PCM. The unit shall include a PSL03 Logger/Simulator board with PCM data logging rates of 20 Mbit/sec or better with 100% data capture for worst-case formats under Windows XP or 2000. It shall also have PCI Interface (full size), automatic setup and control using PSL telemetry data acquisition system (TDAS) software, PCM simulator capability for IRIG 106 formats up to 20 Mbit/sec, PCM playback of previously logged files and it shall be compatible with PSL WFF93 PCM. The unit shall contain a 32 individual channel 12-bit Digital to Analog Card (DAC). The DAC shall provide analog outputs of selected PCM data channels for chart recorders, meters, oscilloscope displays, or any other peripheral. The analog voltage output shall be a minimum of 0-5 volts. The system shall be supplied with applicable software. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing by email no later than 3/19/08. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
