- Description
- USTRANSCOM/TCAQ anticipates issuing a RFP on or about 21 Feb 07 for Agile Transportation for the 21st Century. The primary goal of AT21 is the attainment of a business process transformation resulting in a modern enterprise business system that enables USTRANSCOM to achieve: Reengineering of USTRANSCOM distribution planning, transportation planning, and transportation execution processes through implementation of appropriate best business practices. Enhanced supply chain capabilities resulting in reduced deployment and distribution cycle times, improved asset utilization, increased customer satisfaction through improved on-time deliveries, and reduced customer wait time. Achievement of an environment that provides visibility of movement requirements and lifts assets throughout the Joint Deployment Distribution Enterprise (JDDE) and leads to decreased material costs. The anticipated period of performance will be for 1 year with 9 one year options. No hard copies of the solicitation will be issued. All comments should be addressed to the Contract Specialists, Terri Francoeur, terri.francoeur@ustranscom.mil AND Michael Pardue, michael.pardue@ustranscom.mil and enabling information technology. The ultimate solution should define and enable end-to-end integrated processes to achieve transformational impact, rather than applying technology to existing processes for incremental improvement. This requirement will be managed in increments as shown below. Initiation of each increment is not necessarily dependent on the completion of the previous increment. Increment Description I Requirements Consolidation and Workflow Management II Strategic-Level Optimization and Scheduling III Operational-Level Optimization and Scheduling Post Incr III Post Increment 3 Support Specific AT21 requirements will be identified in the Capability Development Document (CDD) and in the Performance Work Statement (PWS) to be included in the upcoming draft solicitation expected to be released the week of October 16, 2006.
