- The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract for the design/construction of a 900 man Installation located approximately 1.5 Km Southwest of Kunduz, Afghanis tan. Longitude: 68?5513.67E 68?5605.83E Latitude: 36?3905.15N 36?3840.50N Longitude 68?5540.70E 68?.5448.99E Latitude 36?3812.04N 36?.3837.29N Altitude: 432 meters Description: This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the Afghan Na tional Army (ANA), 2/209th HQ Facilities, ANA Kunduz Installation Phase II site in Kunduz, Kunduz Province, Afghanistan. All contractors are invited to participate in this solicitation. Project Scope: Complete the Civil, Site, Architectural, Structural, Me chanical, and Electrical work requirements to design and construct Phase II facilities for the 2/209th HQ Facilities, ANA Kunduz Installation Phase II and infrastructure in Kunduz, Kunduz Province, Afghanistan. It is the Government's intent to pro vide the design for many of the facilities and leave some of the designs to be completed by the contractors designer. Responsibility to identify these design and design details are that of the contractor and not the Government under the Design/Build conce pt. The Master Plan for the Phase II will be supplied by the Government. The contractor shall perform work that consists of topographic survey, grading, design and construction of new buildings, tie-in of new buildings to existing utilities, constructi on of solid waste transfer points, design and construct a paved road network inside of the compound, POV and military vehicle parking areas. The contractor shall perform a geotechnical investigation for the building foundations. These facilities shall be designed and construct in accordance with current American or European or other equivalent standards as determined by the Government, building codes, safety and security standards and applicable local requirements. The magnitude of this construction pro ject is between $ 25,000,000.00 and $ 100,000,000.00 USD. The expected base contract duration is 300 days. Plans and Specifications: One (1) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The sol icitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and p rice proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Ti me Line: Tentative date for issuance of Request for Proposal (RFP) number W917PM-08-R-0043 is 1 April 08 and will be posted on the AED Web Site listed below. Tentative date for receipt of proposals is 1 May 2008. USACE will conduct a pre-proposal confe rence in the Qalaa House dayroom on 10 April 08 from 0930-1100. There will also be a site visit at a time to be determined later. All interested contractors should meet the USACE POC at the Qalaa House. There are currently security restrictions and any site visit needs to be pre-arranged.
