- This is the third in a series of announcements of a National Strategic Sourcing Initiative for the procurement of Security Guard Services (Nationwide, Alaska, Hawaii and Territories.) This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. All interested parties are advised that the FAA will not pay for any information or for any administrative costs incurred or associated with responding to this market survey. Failure to respond to the Market Survey/Information will not result in exclusion from any future competition. This requirement is to furnish all labor, supervision and equipment to provide armed guard services at approximately 73 Federal Aviation Administration facilities located throughout the continental United States, and its territories, to include Hawaii, Puerto Rico, Guam and Alaska. The contractor minimum qualification requirements include, but are not limited to the following. Additional qualifications requirements are identified in the attached Draft Statement of Work (SOW). 1. Must have at least five consecutive years of satisfactory performance of providing armed guard service. 2. Primary business must be furnishing guard services. 3. Must currently possess or be able to obtain all required Federal, State and local licenses and permits to provide armed guard services. 4. Must be responsible in all respects, including, but not limited to financial, technical, management, and past performance. The NAICS Code under this requirement is 561612, Security Guards and Patrol Services, with a size standard in millions of dollars of $17 million. We are conducting this market survey with three primary purposes in mind. First, to obtain information as to whether there are interested sources that can solely perform, which includes managing, a contract of this magnitude with the contractor's own work force. Secondly, to obtain information necessary to determine specifically if there are Small Businesses who can perform a contract of this magnitude, to include Program Management, and to obtain information on the approach they would utilize in the performance of the contract, i.e. teaming, partnering, etc. Thirdly, to obtain information necessary to determine if adequate competition exists for the guard services as contemplated in the attached SOW. The FAA contemplates including a requirement under this acquisition setting aside a percentage (between 30-35% of the dollars) of any subsequent guard services contract for socioeconomic programs. As a result of the subcontracting possibilities, a requirement for a "Subcontracting Plan" is contemplated at the time of proposal submissions. Vendors that responded to the two previous surveys by submitting capability statements that addressed (management capability and work force resources as well as the ability to sustain an operation of this magnitude, will still need to respond to this survey; however, only new or revised information from the list below, needs to be addressed. Vendors responding to this Survey for the first time should respond to all Items below: 1. Capability Statement (limited to two pages) - This document should identify: ??? Type of security guard services provided by your firm (Armed/Unarmed). ??? Size and type of facilities covered by previous contracts. ??? Multi-State operational experiences. 2. Expected programmatic approach (In-House, teaming, subcontracting, etc.) ??? Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small 8(a) or other socio-economic businesses. (Limit - 3 pages.) 3. Areas currently performing with the heaviest concentration, or focus. ??? Service Areas (See Attachment 2) ??? Regions (See Attached 3) 4.
