- USACE, ERDC Contracting Office proposes to issue a sole source award to SpecTIR, LLC, 1320 Freeport Blvd, Sparks, NV 29431-5941. The purpose of the award is for the vendor to provide hyperspectral data, including calibrated, navigated and orthorectif ied radiance and reflectance flight lines, a mosaic of adjacent flight lines, and 10 hours of preliminary data analysis for QA/QC purposes. The project being undertaken by ERDC TEC requires specific features of data collection to make the acquisit ion of the imagery a success, and SpecTIR is the only data service vendor capable of delivering high resolution hyperspectral imagery of fluorescent targets illuminated by Nd:YAG laser. At this time SpecTIR LLC is the only company in the US that is offeri ng hyperspectral data collections with the ProspecTIR -V and ProspecTIR -V -S sensors. The sensors were manufactured to SpecTIRs specifications by Specim, and further enhanced by SpecTIR to include upgraded navigation systems and high efficiency data pro cessing to the Level 1 (L1) product. The variable integration time and pushbroom capabilities of the sensor will permit acquisition of long-lived fluorescent targets illuminated by TECs LIFI. Given the capability and system cost for performance at roughly half that of other surveyed vendors, SpectIR is the only company that can deliver the data necessary for the project. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the supplies is encouraged to respond to this announcement within 5 days after its publication. This is not a request for quotations and there is no solicitation available at this time.
