- REDCOM Training (MCCES) Solicitation Number: M67399-08-Q-0013 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO REDCOM Laboratories Inc. to provide training on REDCOM's High Density eXchange Command and Control (HDX-C) equipment UNDER AUTHORITY OF FAR 13.106-1(b). Contract to be awareded to REDCOM Laboratories Inc., 1 Redcom Ctr, Victor, NY 14654. The value of the contract is expected to be under $50,000.00. The requirement is for the purchase of 10 days of training covering General Operations and Maintenance training and 5 days of training Military / DSN Configuration for REDCOM's High Density eXchange Command and Control (HDX-C) equipment. This equipment is currently being fielded to the Fleet Marine Force in the Deployable End Office Suite (DEOS) of the Transition Switch Module (TSM). MCCES is developing Programs of Instruction (POI's) for instruction in the Switching Training Section (STS), Bravo Company. The training being procured will provide the knowledge and hands on training that these (10) Marines need to be able to teach and demonstrate to all levels of students. The design and specifications for the REDOM HDX switch and the training curriculum are proprietary to REDCOM Laboratories, INC. This Commercial Circuit Switch (CCS) was designed specifically for the Department of Defense as a more robust system than what is currently used and to replace the current TRI- TAC system. Any training on REDCOM equipment not given by REDCOM, or its affiliates, is not recognized by REDCOM as valid training. Receiving training from the manufacturer guarantees accuracy of instruction, validation of the results gained, and competent instructors that have an in-depth knowledge of the REDCOM HDX. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1(b). The anticipated awarded date is March 19, 2008. Interested persons may express their interest and demonstrate their capability, furnishing detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient for the Government to determine that a comparable source is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to 3 days after date of publication of this synopsis before 4:00 p.m. Pacific Standard Time on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via Federal Express or hand carried must be delivered to Purchasing and Contracting Branch, Marine Corps Air Ground Combat Center (MCAGCC)/Marine Corps Air Ground Task Force Training Command (MCAGTFTC), Bldg 1102, Door 22, Twentynine Palms, CA 92278, ATTN; SSgt Clifford R. Felder during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: ; SSgt Clifford R. Felder at 760-830-6353. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
