Description
A/E IDIQ (SMALL BUSINESS) Subject acquisition is for the multiple award of multi-discipline, indefinite delivery, indefinite quantity contracts which are all set-aside for Service Disabled Veteran Owned, Emerging Small Businesses, indefinite quantity (IDIQ) contracts, to provide, architecting engineering services for all of the VISN 08 VA Facilities, to include hospitals, outpatient clinics and Vet Centers throughout the state of Florida (Gainesville/Lake City, Tampa, Bay Pines, West Palm Beach, Miami, Orlando), and Puerto Rico (San Juan). The A/E firms will be required to furnish and perform Feasibility Studies, Design Development, Architecture and Engineering design for preparing Construction Documents (inclusive of but not limited to plans and specifications) in accordance with applicable codes and federal and state regulations, Site Investigations, Construction Period Services, Cost Estimates for all architectural and engineering disciplines including asbestos abatement and life safety reviews, where applicable. Disciplines and capabilities must be represented within the same firm or with consultants that regularly work with the primary firm. Award will be for base period of one year and two, one-year option renewals. Duration of the contracts will be for base period, which is defined as date of award through twelve (12) months, plus two, one year option periods. Total amount that may be paid under these contracts, for base period, plus option years will not exceed a maximum value of $3,000,000.00. . The firm shall be able to obtain a software package to convert drawing files formatted for electronic posting over the Internet, the primary tool for providing cost estimates on all projects. All drawing files shall be provided in AutoCad and on CD-ROM. Following an initial evaluation of the qualifications and performance data submitted, five firms considered to be the most highly qualified to provide the type of service required, may be chosen for negotiations. Selection will be based in the following criteria listed in the order of importance (1) Specialized experience in the type of work required: (2) Professional qualifications of staff to be assigned to this project; (3) Professional capacity of the firm to perform the contemplated work within the required time limits: (4) Past performance with respect to construction cost control, quality of work and compliance with performance schedules: (5) Location of the firm in the general geographic area of the project and knowledge of the locality of the project. Firms, which meet the requirements described in this announcement, are invited to submit, three (3) copies of appropriate data on SF330, to Stacey L. Malott, Contracting Officer (90C), VA Medical Center, 5201 Raymond Street, Orlando, FL 32803 by 2:00 PM (EST) on Friday, April 4, 2008. Faxed copies are not acceptable. This is a Total Set-Aside for Service Disabled Veteran Owned (SDVOSB), Emerging Small Business (ESB), however the Government reserves the right to award to other than service disabled veteran owned emerging small or small business. Emerging Small Business is a concern whose gross receipts are averaged over a three (3) completed fiscal years to determine its average annual receipts and is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code. The NAICS code is 541310 and the Small Business Size Classification is $4,500,000.00.
