Description
1. CONTRACT INFORMATION: These contract(s) are being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required wo rk. A-E services are required at Aberdeen Proving Ground, MD, and may be used throughout the North Atlantic Division for two Indefinite Delivery Contracts. The size standard for this procurement is $4,500,000.00 average annual receipts over the last 3 fi scal years. The North American Industry Classification Code (NAICS) is 541330. The contracts will be for a five year period and the total contract amount of each contract will not exceed $7,000,000.00. Individual task orders will be under $5,000,000.00 for any given year. Contracts will be firm fixed price. Task orders will be awarded based on the A-Es current workload at that time and their ability to accomplish the order in the required time, geographic location, type of services required, previous installation experience, including customer satisfaction, and performance and quality of deliverables under the current IDC. Contracts may be issued up to one year from the closing date of this announcement. This announcement is open to all businesses r egardless of size. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806(b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 70% of the total planned subcontracting dollars shall be placed with small business concerns. At least 6.2% of the total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions, 7% with Women-owned Small Business (WOSB), 9.8% shall be placed with Hub-zone Small Businesses (Hub-SB) and 0.9% placed with Service Disabled Veteran-owned small businesses (SDVSB) and 3% with Veteran-owned small bus inesses. The subcontracting plan is not required with this submittal. Upon receipt of your SF 330 for this project, the prime or the joint venture will be reviewed by the Contracting Officer to determine if you have complied on past projects with the subc ontracting requirements for that respective contract. Any prime or joint venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately expl ain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection. 2. PROJECT INFORMATION: Work may consist of preparation of reports, studies, design criteria, design and other general architect-en gineer services for alterations, maintenance, repair, and new construction projects; development of plans, specifications, and cost estimates for individual projects including renovation, repair or construction of building or building systems, replacement or renovation of utility plants and systems such as heating, air conditioning, ventilation, mechanical, interior and exterior electrical supply and distribution systems; site work including roads, pavements, drainage structures, structural inspections, tr affic studies and improvements. Work may also include evaluation of existing conditions and provide on-site assistance to develop solutions to maintenance, repair and construction requirements; provide economic analyses and engineering feasibility studies . Related services such as furnishing drawings, specifications and cost estimates may also be required 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance. (A.) The firm must d emonstrate specialized and technical competence in: (1) Experience in asbestos abatement design services, either in-house or through subcontract, such as sur vey, design, contract specifications, cost estimates, and construction procedures. (2) Experience in lead paint abatement design services, either in-house or through subcontract, such as survey, design, contract specifications, cost estimates and construc tion procedures. (3) Experience to obtain, either in-house or through subcontract, all necessary state permits and providing design services for storm-water management, all sediment and erosion control. (4) Traffic Engineering Services: Experience, either in-house or through subcontract, to provide services for traffic studies/designs. They should be familiar with the current Federal, Harford County and Maryland State regulations. (5) Landscape Architecture Services: Experience, either in-house or thro ugh subcontract, to provide landscape design services such as landscape site design, irrigation systems design, plant and material selection and hardscape/streetscape outdoor public space planning. (6) Field site surveys are to be performed by a Register ed Professional Land Surveyor. Work shall be tied into installation monument system on Universal Transverse Mercator (UTM) projection and WGS84 datum for horizontal locations. Vertical elevations will be on NAD 88 datum based on Aberdeen Proving Ground mo numents. Delivery of surveyed data shall consist of one set of hard copy drawings signed by a Registered Professional Land Surveyor as well as digital files compiled in Microstation (DGN) format. Files to be delivered on 3-1/2 inch floppy discs or CDs. (7) Capacity to provide simplified concept design for construction award through Multiple Award Task Order Contracting (MATOC). Firm should have experience in the preparation of cost estimates based on R.S. Means. Aberdeen uses the electronic version of R.S. Means  Pulsar. Estimates must be broken down by division number and title in accordance to the CSI format and be sufficiently detailed to be effective in evaluating line-by-line contractor proposal. No lump sum items will be acceptable. (8) Render ing: Experience, either in-house or through subcontract, in floor plan, site plan and elevation renditions in both black and white and color formats and realistic full color 3D architectural perspective renderings. (9) Capacity to prepare all Engineering drawings using Computer-Aided Drafting/Design (CADD) Technology. All drawings must follow the A/E/C CADD Standard 2.0 from the CADD/GIS Technology Center for Facilities, Infrastructure, and Environment. Delivery of drawings shall consist of one set of h ard copy documents as well as digital files in Microstation (DGN) format. All files to be delivered on CD. No other CADD format will be accepted. (10) Extent of participation of small businesses including Woman-owned small business, Small Disadvantaged b usiness, Historically Black Colleges & Minorities, Hub-zone small business and Service Disabled Veteran-owned small business. (11) Certain phases of these projects will be restricted to U.S. citizens who can successfully obtain a National Agency Check wit h Inquiries. Non-domestic owned A-E firms which do not currently possess Industry Security Clearance or cannot divest foreign ownership will not be considered eligible. (12) Volume of DoD A-E contract awards in the last 12 months, with the objective of ef fecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. (B.) The firm must have registered and licensed personnel, either in-house or through consultants, in the following key disciplines and services: architect ural, civil, structural, mechanical, electrical, lighting, plumbing, sanitary, environmental, storm water management, sediment and erosion control, communications voice and data engineering, fire protection, landscape architecture, interior designer, cost estimator, asbestos, radon and lead paint surveys, testing and abatement design. Staff shall include registered or certified personnel including certified indu strial hygienist. The evaluation of these disciplines will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure t hat the firm can meet the potential of working on multiple task orders for multiple customers. (C.) Work and Design Quality Management Plan: A proposed management plan shall be presented which shall include an organization chart and briefly address mana gement approach, team organization, professional registration, quality control procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any of their significant consultants on similar projec ts. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. 4. SUBMISSION REQUIREMENTS: Interested firms having capabilities to perform this work must submit Parts I and II of the SF 330 f or the prime and joint venture(s) and Part II of the SF 330 must be submitted for each consultant to the address below no later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Feder al Holiday, the deadline is the close of business the next business day. On the SF 330, Part I, Block 5, include DUNS number for the prime firm. On the SF 330, Part I, Block F, provide title and contract award dates for all projects listed in that section . Two copies of the SF 330 shall be submitted to the above address no later t han 3:30 P.M. on April 17, 2008. Part I of the SF 330 shall have a page limit of 125 pages. A page is one side of a sheet. Font size shall not be less than 11 Font. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to iden tifying different CCR records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts.
