Description
The Department of Energy (DOE), National Nuclear Security Administration Service (NNSA) Center intends to negotiate and award a sole-source fixed price purchase order to Reward Systems, Inc. to provide Contractor Human Resource (CHR) training to DOE/NNSA CHR staff throughout the country that describes the essential principles and concepts of the human resource discipline, and discusses the legal, regulatory, and policy sources for DOE/NNSA requirements to oversee its contractor???s human resource management programs. In addition, training will be provided to identify DOE/NNSA responsibilities, requirements, and cost allowability criteria to ensure DOE/NNSA contractors manage their HR programs to support the DOE/NNSA mission, promote work force excellence, champion work force diversity, achieve effective cost management performance, and comply with applicable laws, rules, and regulations. The estimated dollar value of the procurement is $24,900. The North American Industry Classification System Code for the procurement is 541611. The DOE/ NNSA has determined that Reward Systems, Inc, a small business, is the only source capable of providing subject training as Reward System course have been developed and refined as a result of first-hand experience working with federal and contractor M&O employees and performing oversight of M&O contractor activities; therefore, in accordance with 41 U.S.C. 253(c)(1), IAW FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the requirements. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. This notice shall satisfy the requirements of FAR Part 5. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AP52-08NA28740, to the DOE/NNSA demonstrating the firm???s ability to provide the equivalent services as described above. Firms shall also indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered.
