Description
The Lebanon VA Medical Center, Lebanon, PA is contemplating award of a contract for detoxification services on a sole source basis. The contract will be awarded on a firm fixed price basis to White Deer Run, CRC Health Corporation. The Contractor will provide inpatient medically supervised withdrawal services (detoxification) 24 hours per day, 7 days per week, and 365 days per year. The contract will encompass, but not be limited to, the following: Contractor will perform medical assessment within 24 hours of admission. Contractor will provide medical supervision of intoxification and withdrawal conditions, including monitoring of withdrawal symptoms and vital signs to eligible Veterans. A biopsychosocial assessment will be performed in accordance with CARF Standards. Pharmacological services will be provided as a means of reasonably controlling, or preventing, active withdrawal symptoms and/or avert life threatening medical crisis or major suffering and disability. Individual and group counseling will be performed as needed. Contractor will make a level of care determination. All beneficiaries admitted to a medically supervised withdrawal service will be seen by a physician within 48 hours. During the admission period, contractor will provide maintenance methadone while the patient is being detoxified from other substances or detoxification from methadone. Contractor will meet all Federal and State requirements which regulate the use of methadone and bupenorphin, including regulations established by the Federal Food and Drug Administration, the United States Drug Enforcement Agency, and the New York State Department of Health. This is not a request for competitive proposals. See Note 22.
