DESCRIPTION: The Veterans Affairs Special Services (VASS) intends to procure sole source requirement with Carleton Technologies, 10 Cobham Drive; Orchard Park, NY 14127-4121, to purchase - 2 EA - Portable Oxygen System, P/N: 7920030-21, MFR: Carleton Technologies; 1 EA - Oxygen System Port2 Man, P/N: 8220006-5, MFR: Carleton Technologies; 16 EA - Hose Assy Oxygen Sup, P/N: 7920031-9, MFR: Carleton Technologies; 10 EA - Hose Assy, P/N: 8130007-1, MFR: Carleton Technologies; 2 EA - Transit Case, O2 Console, P/N: 9080001, MFR: Carleton Technologies; 1 EA - 2-Man Transit Case, P/N: 9080002, MFR: Carleton Technologies; 3 EA - Hose Assy Oxygen, P/N: 7920003-25, MFR: Carleton Technologies; for 79 Medical Logistics; 1057 West Perimeter Road, Andrews AFB, MD 20762. The HAAMS Kit must provide portable oxygen consoles essential for high altitude missions. Per AFI 11-409 Para. 2.2, "it is any altitude at or above 18,000 ft. Mean Sea Level (MSL)." Provide hose extensions that are essential for moving around when performing necessary duties. Per AFI 11-409 Para. 2.3, "a continuous supply of oxygen will be used by all personnel during upressurized operations above 10,000 feet MSL.", and provide necessary life support attachments needed to connect to standard issue life support equipment. The hose should allow the oxygen bottle to connect to the regulator. NAICS Code 336419, Size Standard 1,000 applies to this procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for quotations. Interested parties who believe they can meet this requirement must submit information about their capabilities no later than 4:00 PM EST, 2 Apr 2008. All information shall be furnished at no cost or obligation to the Government. This award will be made using simplified acquisition procedures. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted.
