- THIS IS A REQUEST FOR INFORMATION ONLY. Director, Intelligence and Information Warfare Directorate (I2WD) is seeking sources and information for engineering and logistic field support for the operation and repair (hardware and software) of the Go vernment Furnished Equipment (GFE) Foliage Penetration (FOPEN) system integrated on the RC-12D fixed wing aircraft deployed to the United States Southern Commands Area of Responsibility. Deployment will occur June 1, 2008 FOPEN is a radar that consists of an integrated dual-band ultra high frequency/very high frequency (UHF/VHF) synthetic aperture radar and onboard real-time image formation processor. FOPEN will increase situational awareness by providing long-range, wide area detection of targets under ca mouflage, concealment and deception (CC&D) conditions, and wide area mapping for complex environments. FOPEN is capable of ground penetration, non-metallic building penetration, and terrain characterization. The radar will perform onboard image formation, change detection and orthorectification. In addition, FOPEN detects Lines of Communications and larger targets under foliage and other CC&D conditions. The radar contains automated target detection algorithms to provide reliable target detections. The FOPE N system will have a foliage, building and ground penetration capability, to include detection of small roadside targets and buried weapons caches in the open in addition to vehicle-sized targets under foliage. A FOPEN system consists of a radar and groun d components. The ground components include hardware and software necessary for the transmission of radar imagery and data from the radar system onboard the aircraft to the ground for display, exploitation, mission planning and control. The Common Data For mat for the ground station software is NITF 2.1. The software provides detection reports with appropriate time-tag, geolocation and other information. FOPEN is capable of transmission of near real time imagery and data over a 45 Mbps Line of Sight (LOS) da ta link and/or over a 3.2 Mbps satellite link to the ground components. Responders are requested to provide: 1. Description of experience in operation and repairs (hardware and software) of the GFE FOPEN system. 2. Cost/schedule requirem ents. No foreign nationals (NOFORN) need apply. Written inputs are requested by COB 7 April 2008 to Intelligence and Information Warfare Directorate, Radar Application Branch, Bldg 600, Ft.
