Description
Combined Synopsis/Solicitation (Seat Reupholstery) 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation is being issued as a request for quotation (RFQ). RFQ # M67399-08-Q-0019 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. 4. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 811420. The Standard Industrial Classification Code (SIC) for this order is 7641. The small business size standard is $6.5Mil. The Defense Priorities and Allocation System (DPAS) rating for this order is DO-S10.The Federal Supply Classification (FSC) for this order is 9999. 5. This solicitation is for the reupholstery of various tactical vehicle seating. A statement of work is provided: a. This statement of work describes the maintenance and services for Government-owned vehicle seats and cushions located at the Exercise Support Division (ESD), Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, Ca. 92278. The contractor shall provide all labor, tools, equipment, transportation, management, and supervision, to perform the upholstery and refurbishing of HMMWV, MTVR (Seven Ton Truck) and LAV seats. The contractor shall comply with all applicable Federal (including MCAGCC), State and Local regulations, in the performance of this contract. b. The contractor shall have adequate procedures for receiving and responding to service calls during regular working hours. A single local or toll free telephone number shall be provided by the contractor for receipt of calls for services. All telephone calls shall be answered by an English speaking representative fully familiar with the contractor?s work control procedures and the terms and condition of this contract. The contractor shall provide professional, administrative, technical services and transportation to perform inspections for maintenance and service. Specific work shall include, but not limited to the following: c. The contractor shall be certified to perform the following: 1. Perform all labor, 2. Supervise all work, 3. Operate all tools and equipment. 4. Manage and perform upholstery services as required. The contractor shall comply with Government regulations. In addition, the contractor shall ensure that their employees are properly trained, qualified, and equipped to comply with the terms and conditions of this contract. d. The contractor is not authorized to exceed the cost of this contract during applicable period of performance. e. The minimum number of HMMWV seats, LAV seats and MTVR (Seven Ton Truck) cushion seats for repair and service in one day will be ten (10) and the maximum not to exceed twenty-five (25). A single order may require multiple days and or set up at multiple locations to complete but will not require relocation. The Government makes no representation or guarantee as to the condition of the seats needing upholstery/refurbishing. However, seats needing upholstery/refurbishing beyond economic repair and service shall be identified to the point of contact as identified herein. f. The contractor shall provide all materials and parts needed to upholster/refurbish seats. Material shall be 1000D Cordura Ripstop Nylon (Water Proof/Fire Resistent), Green or Sand color, and stapled. Cushion shall be fire retardent foam and 0.5 inch thick. Benches and seats shall be removed and reinstalled by the government. Contractor may perform upholstery/refurbishing on site or at contractor?s place of business. g. The service calls will be placed as needed by Mr. Louis Melendez at (760)-830-3981. At no time shall the total amount of the contract be exceeded without approval. Multiple service requirements for upholstery/refurbishing will be combined to a single geographical area. h. Exercise Support Division will be opened at the below times for service: Mon-Fri: 0700-1530 Sat-Sun: Closed Holidays: Closed Onsite service location for Exercise Support Division, is building 2054, 2044, 2046 i. The period of performance shall be from 04/01/2008 through 09/30/2008 following the award of the contract and require two (2) one year options. j. The Government will provide the contractor electrical power at each location. Contractor is responsible for removing, hauling, and disposing of any debris from site. 6. A site visit will be conducted on March 24 2008 at 10:00 A.M. (Contractors are encouraged, but not required to attend the site visit. Contractors must have a current vehicle registration, insurance, and valid driver license to receive a visitor?s pass at the main gate. All Contractors must go to Bldg 1102, Door 22 at 9:30 A.M to meet with a government representative on the day of the visit to be escorted to the site. Questions & Answers will be entertained up to 12:00 P.M pst. on March 26, 2008. Closing date is at 10:00 A.M. pst on March 28, 2008. 7. Place of contract delivery will be Marine Corps Air Ground Combat Center (MCAGCC)/Marine Corps Air Ground Task Force Training Command (MCAGTFTC), Exercise Support Division, Twentynine Palms, CA. 8. The recipient of this contract is required to be registered with, understand, and invoice through Wide Area Workflow; and registered in the Central Contractors Registration website. 9. The Government intends to award a contract resulting from this solicitation to the responsible/responsive offeror whose proposal conforming to the solicitation will be the most advantageous to the Government, considering lowest price technically acceptable offer. The following factor shall be used to evaluate the proposals. a. Price? The lowest price technically possible while providing the requested items and meeting the delivery terms.
