- Bids are being solicited under solicitation number RFQ-RT-08-00097. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 64113_02. GSA Schedule Bids Preferred, But Not Required: Sellers may either provide a GSA Schedule or an Open Market bid. If bidding with a GSA Schedule, the requested items must be on that Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. Information regarding GSA Schedules can be found at www.GSA.gov. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-04-04 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Cincinnati, OH 45268 The Environmental Protection Agency requires the following items, Brand Name or Equal, to the following: LI 001, Laboratory Instrument - Automated DNA extraction instrument MUST employ magnetic bead technology. See attached document for minimum features/specifications. Qiagen Inc BioSprint 96 Or Equal, 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Information can be found at www.ccr.gov. Quotes must include sufficient material to permit the Government to determine if the quoted product meets the Government's critical specifications. Any specific variances from the Government's specifications shall be addressed by the Vendor with respect to how the Vendor's quoted product provides alternative equivalence. The Government reserves the right to require additional pricing information, e.g. published price list copy, if necessary, to determine if the quoted prices are fair and reasonable, as required by federal and agency acquisition regulations (FAR and EPAAR). The Vendor shall submit all applicable product/part numbers, descriptions, features, specifications and literature/brochures to Mattison.Barbara@epa.gov if quoting "Or Equal" to the requested product. The North American Industry Classification System (NAICS) code associated with this procurement is 334516 and the business size standard is 500 employees. US EPA Vendors shall refer to the Energy Policy Act of 2005 (EPAct of 2005) and the EnergyStar program, Federal Energy Management Program (FEMP) and the Labs21 program. US EPA contracting officers must procure energy efficient laboratory equipment to the maximum extent practicable. The Government will award a purchase order resulting from this RFQ to the responsible Vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: a) Technical acceptability, b) Price, and c) Past Performance. Vendors shall submit, to Mattison.Barbara@epa.gov, at least three (3) references of other commercial businesses or Government agencies who purchased the vendor's quoted product.
