Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-08-Q-0031 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 effective February 28, 2008. This is a 100% small business set-aside under NAICS 332999 with a size standard of 500 employees. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made to the offeror whose conforming quotation in response to the RFQ will be most advantageous to the Government, price and other factors considered. Other factors for award include [1] a responsible offeror?s ability to meet the salient functional and technical requirements as listed below for the purchase of records carts for the Textual Records Research room at the National Archives and Records Administration, College Park, MD and [2] past performance history that demonstrates a record of timely deliveries. BACKGROUND: The Customer Services Division (NWCC) needs to obtain a range of 40 to 60 additional records carts for use in the Textual Records Research Room at the NARA, College Park, MD. The resulting purchase order will be funded for the ?Min. Price? amount (40 carts) with the potential of further orders up to the ?Max. Price? amount (60 carts). REQUIREMENTS: The CLIN 0001 total price [For evaluation purposes, the price will be determined by multiplying the max Qty. by the Unit Price.] must include all enumerated requirements I. through VII. for all items. CLIN 0001 (Min.: 40EA / Max.: 60 EA): I. Overall size and composition of carts: a. Carts must have 3 flat shelves b. Each shelf measures 18 inches wide by 42 inches long c. Top shelf must be 36 inches from ground, including height of wheels d. Clearance between shelves must be 12 inches e. End panels for top shelf must extend 6 inches higher than top shelf f. Cart must have handles at each end g. Cart handles must be at same level as top shelf h. Cart handles must be strong enough to easily control a fully loaded (750 lbs) cart II. Components of carts: a. Shelves (1) Each shelf must hold a minimum of 250 pounds (2) Each shelf must be braced, with lip side down (3) If shelves are welded, the welds must be full welds, not spot welds (4) If needed, reinforcement bars may be used under the shelves for added support. The requirement is that the shelves maintain their physical integrity and do not bend after sustained use. b. End panels (1) Each of the two end panels must be a single solid piece of metal from the bottom shelf to 6 inches above top shelf (2) The end panels must include corner angles that extend no less than 1.75 inches or more than 2 inches on each side of the angle c. Handles (1) Must be rounded with no sharp edges or corners (2) Must have no less than 1.5 inches inside clearance (3) Must not extend beyond 2.5 inches from the end panels (4) See 1g and 1h above for location and strength on handles d. Wheels (1) Carts must have one swivel wheel at each of the cart?s four corners (2) Wheels must be of high commercial-grade quality, comparable to Colston High Tech Performa 6x2 model wheel (3) Wheels must be installed with washers no larger than ? inch (4) Wheel size must be 6 inches in diameter by 2 inches wide (5) Wheels must be rotate easily, for smooth, non-resistant operation (6) Two wheels at one end of the cart must be lockable manually (7) Re-enforcement of the portion of the bottom shelf where the wheel casters are connected is required for each of the bottom shelf's corners in order to buttress the stress point and prevent accidental wheel detachment; re-enforcement must be placed on the underside of the shelf and the surface of each shelf must remain smooth. III. Durability a. Carts must be maintenance-free and durable. For example, bolts with shelf locking nuts rather than standard nuts and bolts should be used b. Heavy duty full welds must be utilized. IV. Construction and materials a. Fabrication of metal must remove all sharp and rough areas on all surfaces b. This includes removing all welding flux immediately and at exposed connections finishing welds and surfaces to be smooth and blended so that roughness does not show after finishing and the contour of welded surfaces matches adjacent surfaces c. All metal must be free of scales, buckles, or other defects V. Prohibited materials and substances that cannot be used in manufacturing process a. Asbestos b. Cellulose nitrate bearing materials such as cellulose nitrate lacquers and adhesives c. Cellulose acetate fabrics and films d. Polyurethane products including paints, varnishes, and foams e. Acid-curing silicone sealants and adhesives f. Materials containing sulfur in a form that can be released as hydrogen sulfide or mercaptans, such as vulcanized rubber and cadium sulfide pigments g. Pressure-sensitive (tacky) adhesives h. Unstable chlorine-containing polymers such as polyvinyl chloride (PVC) and saran i. Materials that off-gas formaldehyde j. Vinyls k. Oil-based paints and modified alkyds l. Further, finishes on the metal must not be any material that will gas-off vapors during the life of the carts that are harmful to records or containers for the records. The application and curing of the finishes must insure that no material remain that will be subject to ultimate failure of the finish or endanger the records or their containers. VI. Metal finishes a. Color of finishes must be either Green, Yellow or Orange b. Finish must be a dry-application powder coating c. Finish the metal with electrostatically-applied, heat-cured, inert, odorless dry powder TGIC (polyester triglycidyl isocyanurate) or epoxy-polyester hybrid powder coatings free of and requiring no organic solvents or drying oils for application, curing or clean-up d. Uses of finishes that contain materials or formulations that will gas-off vapors during any part of the life span of the finish material are harmful to stored materials and will not be permitted e. Finish must be 1.0 mil dry film thickness that is level, smooth, even non-abrasive, and uniform, without runs, wrinkles, grittiness, roughness, or pigment separations f. Before application of the finish all metal surfaces must be cleaned by chemical immersion of hand washing followed by vapor bath or other means to leave all surfaces clean and free of grease, oil, rust, scale, dirt, or other extraneous material g. Before applying finish, inspect all materials to ascertain that no chemical or other residues remain from the cleaning process VII. Packaging for shipment a. Packaging must be in a manner that prevents damage to the carts during shipment, including damage to the wheels, shelves, handles, finish, etc. Delivery must be undertaken during regular business hours, Monday through Friday, unless mutually agreed upon by NARA and the Contractor. Delivery will be made to the following location: NAR - AII; 3301 METZEROTT RD, COLLEGE PARK, MARYLAND 20740-6001. All work must be completed on a schedule mutually agreed upon by the vendor and the Government no later than 60 days after acceptance of the first article by the Government. No transportation or travel expenses will be paid by the Government. Offeror?s price quotation shall be based on the cost to supply the requirement as expressed in CLIN 0001. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Item(Nov 07); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 07)--offerors shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision--a copy of the provisions can be found at http://www.arnet.gov/far/ ; FAR 52.212-4, Contract Terms and Conditions-Commercial Terms (Feb 07); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (Feb 08). The shipping documentation shall contain the purchase order number and the Lot/Item identification. The characteristics that the first article must meet and the testing requirements are specified elsewhere in this contract. (b) Within 14 calendar days after the Government receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval, [parts (c) through (i) of FAR 52.209-4 are hereby incorporated by reference] (End of Clause). Numbered Note 1 is applicable. Two copies of each quotation and no more than five accounts of past performance history that demonstrates a record of timely deliveries should be mailed to National Archives and Records Administration (NARA), Attention: Paul Premoe, 8601 Adelphi Road, Room 3360, College Park, MD 20740-6001 or e-mailed to: paul.premoe@nara.gov. Quotations should be received by 4:00 PM EST on April 14, 2008. Failure to submit quotations by the due date may result in rejection of the proposal. Questions regarding this solicitation must be submitted in writing to Mr. Paul Premoe no later than 4PM EST on April 7, 2008 to be considered. Vendors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Failure to meet the deadline for receipt may result in rejection of the quotation as untimely. Telephonic responses will not be processed.
