- The Veterans Integrated Service Network #20 (VISN20) Logistics Office (653/Bldg. #3/ Rm. A305), located at 913 NW Garden Valley Blvd, Roseburg, OR 97470-6523 is soliciting for a Multiple Award Service Disables Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB) and a HubZone small business for the Indefinite Delivery Indefinite Quantity (IDIQ) contract for the VISN20 Western Branch facilities located in White City and Roseburg, OR utilizing the Solicitation number VA-260-08-RP-0104. Contractor must be able to provide labor, equipment, materials, travel, and supervision for an indefinite-delivery / indefinite-quantity contract for a broad range of maintenance, alteration & repair, demolition and minor construction projects at Department of Veterans Affairs facilities located in Roseburg, and White City, OR. Task Orders may involve, but shall not be limited to: demolition; HVAC; plumbing; mechanical, electrical; lighting; carpentry; finish work; stucco; metal work; welding; steam fitting; concrete; masonry; roofing; flooring; interior & exterior painting; window & door installation; asbestos abatement; lead floor covering, lead shielded walls; asphalt & concrete paving; landscaping; site work & excavation; utilities; sewers; retaining walls; and fencing. Individual task orders will be negotiated only after specific projects have been approved and funded, from $30,0001 to not exceed $500,000.00 per task order. Task orders may also be issued during an option term if any of the 2 option periods are exercised. The guaranteed minimum is $30,001.00 for the entire contract period including option years. The total value of the contract including all option periods shall not exceed $15,000,000.00 for the life of the contract inclusive of option years. The yearly maximum and contract maximum are not guaranteed amounts. No Task order shall include Architect/Engineering services; however, informal (shop) drawings, incidental to the job, reflecting the plan of action and the completed project, may be included. The NAICS code for this project is 236220 Size Standard $31.0 million dollars with a Firm Fixed Price contract being anticipated. The solicitation will be issued on/about March 20, 2008, with a proposal response expected to be April, 21, 2008. Technical Evaluation Criteria for this solicitation are as follows: 1. The Government will award a contract resulting from this solicitation to the responsible offeror(s), whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following technical factors shall be used to evaluate offers: Past Performance, Personnel/Equipment, and Price.
