Description
Army Contracting Agency, Southern Region, Directorate of Contracting Fort Bragg, North Carolina intends to award, on a sole source basis in accordance with 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Performance Design Inc, 1300 E. International Speedway Blvd, Deland FL, 32724-2606 for Main Canopies for the US Army Parachute Team. The requested items are to be used in high altitude parachute operations or in support of those operations. The items have been tested and evaluated in the past and th e indicated manufacturers equipment has superior quality in material and workmanship as well as having met the required safety factors necessary in daily rigorous high altitude parachute operations. These items have met the rigid performance, durability a nd uniformity of parachute mains requirements for the team. These items are patented and have been tested and evaluated to meet specifications. Test and evaluation of generic items would require a minimum of 60 to 90 days and the only time period availabl e for testing is during the months of January to March. The mission of the USAPT would be drastically impaired if tested generic items did not meet our strict specification. The unit currently has components and repair parts valued at over $125,000 for the indicated manufacturers canopies. Purchasing a generic brand would not be cost effective and it would cost the unit in excess of $35,000 for components and repair parts. This is not a request for Competitive Proposals. No contract will be awarded on th e basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. If y ou feel your firm possesses the ability to provide these supplies, you must respond by demonstrating your firms technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further not ice.
