- The purpose of this amendment is to address questions asked in addition to extending the submission deadline to 4 APRIL 2008, 1300 MDT. Please see Q&A Below: 1. What is the current form/process of automated access you are using to service th is contract? - Currently using flat file secure FTP. 2. What is meant by Social Service Verification? Is this Social Security Verification? - Social Service Verification is basic information that Social service agencies need for eligibility programs, public housing, child support enforcement, and other public assistance needs. 3. Will third parties need written consent to access this information? - Yes, the consent comes from the employee themselves. The y authorize who gets quick, easy, accurate, and secure access to your employment and income information. 4. Who is the incumbent? Are they eligible to recompete? - The contract was awarded by the HQ Air Force Personnel Center out of Sa n Antonio, TX to TALX Corporation. They are a large business, and as such, this would preclude them from award. 5. What was the total value of the contract to include option years? - The contract was awarded by the HQ Air Force Personne l Center out of San Antonio, TX. The contract was jointly shared by the Army, Air Force, Navy, DLA, WHS, DoDEA, DFAS and the National Guard. The cost of the contract to the CPMS was approximately $50,000/year including option years. 6. Do you ha ve an estimated volume of verifications that are currently requested per month? - There were approximately 3,547 verifications (income, employment and social service verifications) per month in 2007 7. You are requiring customer servi ce from 7:00 AM to 7:00 PM ET. Currently we have customer care professionals that speak English and Spanish. Does the DoD require any additional languages? - If this language is not stated that within the SOW, no, we do not require any additi onal languages. 8. What is the HR/ Payroll platform that the data files would be coming from? - The data files would be coming from Oracle HR platform. 9. When would the DoD look to go live on a new service? - Within t wo weeks of contract award. 10. The SOW states that the CPMS manages and maintains the DCPDS enterprise HR system is for over 800,000 DoD employees. Is this specific contract incorporated to support the South Region, ACA, White Sands Missile Range or the entire US Army? - This is the requirement of CPMS. The Army is part of DoD. As such, this contract would support the 800,000 DoD employees which are the Departments civilian workforce. 11. Would you want the contractor's databas e to be accessible to third parties directly? - No, for privacy and verification purposes employees need to be able to authorize who has access to their information. The contractor's job under this contract will be to maintain the databas e the Government has in addition to accessing the information within the database to respond to questions from employees and other third parties. 12. Would the contractor be able to add a link to their website within the Federal Government website? (Easier access for third party verification requests.) - No. The information would be sent in a flat file from the Federal Government system. 13. What is the size of the database - The size of the database is app roximately 800,000 employee records. 14. What are the current database fields? - There are approximately 103 database fields. (An attached list will be forthcoming) 15. Is the database exported in .CSV or a different format ? - The database is exported in ASCII fixed length format. 16. In the governments term how will the Contractor show proof of having a FISMA Accreditation Process requirement? Is there a certification you are seeking? My understanding is as long as we are compliant of the Federal Information Security Management Act. Are my assumptions correct or not? - In accordance with Depart ment of Defense memorandum, subject: DOD Federal Information Security Management Act (FISMA) Guidance for Fiscal Year 22007, dated Mary 21, 2007 the following is required: DoDs goal is a 100% compliance with certification and accreditation, annual security reviews, contingency plans tested, security controls tested, and the training requirements: o Certification and Accreditation: The system requires accreditation operating with an Authorization to Operate o Annual Security Reviews: Sy stems requiring accreditation have a current annual security review IAW DoDI 8500.2 o Contingency Plan Testing: System requires current Contingency Plans tested IAW DoDI 8500.2 o Security Controls Testing: System requires current security controls tested IAW DoDI 8500.2 o Security Awareness Training: Requires annual security awareness training for personnel with information system access o Personnel with Significant IT Security responsibilities: Personnel with significant security responsibi lity must complete military or civilian training courses for assigned duty position, IAW DoD 8570.01-M
