Description
This Sources Sought (SS) Notice is for information and planning purposes only. The purpose of this SS is to identify qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources that are interested in and capable of performing the work d escribed herein. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this SS and any follow-on information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. DESCRIPTION The USACE Pittsburgh Dis trict is seeking qualified SDVOSB concerns capable of upgrading the existing remote dam gate controls at Morgantown, Opekiska, and Hildebrand. The upgrade to the existing remote dam gate controls shall consist of programming Modicon TSX Momentum M1E Ether net PLC processors. The contractor shall program and develop HMI applications utilizing GE Fanuc iFIX 4.0 software. The upgrade shall consist of removing the existing modem in each local gate control enclosure and replacing it with an Ethernet switch . The master modem in the local gate control enclosure shall also be replaced with an Ethernet switch. A redundant, self healing Ethernet ring of communications shall be established between all local gate control enclosures and the onsite local Human Mac hine Interface (HMI) control enclosure. Communications shall be established utilizing fiber optic cables installed by the contractor. The contractor shall be responsible for installing, terminating and testing of the fiber optic cables. The cables shall be installed in conduit throughout the land wall control building and on the dam. In between the land wall building and the dam, the fiber optic cables shall be routed in the existing galleries and lock crossovers. The lock crossovers may be flooded and it may be required to pump out the crossover prior to installing the fiber optic cables. The fiber optic cables shall be terminated in each local gate control enclosure and in two breakout enclosures, one in the land wall building and one in the dam. Th e existing Programmable Logic Controller (PLC) processor and communications adapter in each local gate control enclosure shall be replaced with an Ethernet based processor. The contractor shall download the existing PLC program and reload it on the new PL C. No changes in control logic are required. The local HMI functionality shall remain the same, however changes to the iFIX database and tags may be necessary to accommodate the new control structure. The master PC at Point Marion will be responsible fo r collecting all data from the PLCs at Morgantown, Opekiska and Hildebrand. The appropriate iFIX drivers shall be configured by the contractor. The contractor will be responsible for installing and configuring a firewall for additional security at Point Marion, Morgantown, Opekiska, and Hildebrand. REQUESTED INFORMATION 1. Interested and capable SDVOSB concerns should submit a description of your firms corporate experience with similar projects, including your firms general background, experience, and qualifications particularly with projects involving development and production of PLC based industrial control systems. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. 3. Submit a cap ability statement demonstrating an understanding and working knowledge of the development and production of PLC based industrial control systems. Capability st atements shall demonstrate the ability to: a. Program Modicon TSX Momentum M1E Ethernet PLC processors. Previous work experience involving commercially available PLC controllers and programming shall be submitted for evaluation. b. Progra m and develop HMI applications utilizing GE Fanuc iFIX 4.0 software. iFIX communications experience should include work performed utilizing serial drivers, Modbus and/or Ethernet protocols. Previous work experience integrating various components utilizin g an industrial control network such as Ethernet IP shall be submitted for evaluation. c. Install and terminate multimode fiber optic cables. Previous work experience installing fiber optic cables and conduits shall be submitted for evaluation. d. Install and configure commercially available network firewalls such as the Cisco ASA 5500 series. Previous work experience networking computer equipment shall be submitted for evaluation. e. Troubleshoot industrial control systems consisting of machinery, PLCs, various I/O types, and PC based HMI controls. f. Install and configure a self healing, redundant Ethernet ring utilizing panel mounted industrial Ethernet switches. 4.
