- Description
- The government intends to issue a restricted to small business, Firm Fixed Price request for quotes (RFQ) for services of a Defensive CONOP Developer to provide analytical, programmatic and incidental management and administrative support to Commander, U. S. Fleet Forces Command, in the development and approval of an executable Global War on Terrorism (GWOT) Defensive Anti-Terrorism (AT) Concept of Operations (CONOP) document that clearly and coherently integrates the Commander Third Fleet and Commander Naval Installations documents into a single CONOP that refines the Navy AT focus, guidance and direction across all operational environments. The services will include drafting a Plan of Action and Milestones (POA&M), reviewing relevant publications, instructions, messages and orders, providing support during conferences and meetings, providing presentations/briefings, providing monthly progress reports and adhering to timelines. Work will be performed in the (Hampton Roads) Norfolk, Virginia area with anticipated travel to San Diego, CA and Washington, D.C. The proposed RFQ N00189-08-T-0181 will be posted on or before 20 March 2008 with a response date of 11 April 2008. The required start date is 01 July 2008 through 31 January 2009. The North American Industrial Classification System (NAICS) code is 541611. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that the prospective awardee must be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the CCR database will make the offeror ineligible for award.
