Description
NAICS Code: 541711 NAICS Code: 541711 The U. S. Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for source emissions inventory development for the Fairbanks, Alaska airshed. The goal of the resulting purchase order is to develop and document a high-resolution source emissions inventory for the airshed composed of Fairbanks, AK, and surrounding areas, suitable for use in emissions processing for the Community Multiscale Air Quality (CMAQ) model. We anticipate performing CMAQ model simulations over the Fairbanks area with horizontal grid cell sizes of 4- and 1-km. Model simulations will be conducted for field study periods from winter 2007/2008. The emissions processing system known as the Sparse Matrix Operator Kernel Emissions (SMOKE) system will be used to convert the emissions inventory information into temporally-, spatially-, and species-allocated emissions fluxes for use by the CMAQ model. Emissions information is required for CO, NOx, SOx, NH3,VOC, PM2.5, and coarse PM for all significant source sectors emitting in the Fairbanks area. Emissions inventory data will be compared with receptor modeling analyses to confirm the representation and relative significance of various source sectors. Tasks shall include (but not be limited to) the following: preparing a detailed workplan and QA/QC plan for the assembly of a source emissions inventory for the Fairbanks, AK airshed; and obtaining, analyzing, and assembling emissions factor and activity data by source sector for on-road mobile sources, for non-road mobile sources, for point sources, and for area sources. Period of performance will be 7 months from award of the purchase order. A Request for Quotations (RFQ) with complete information will be posted on the EPA's website in approximately 15 days at the following address: http://www.epa.gov/oam/rtp_cmd/ Responses to the RFQ will be due approximately 30 days after issuance of the RFQ. Hard copies of the RFQ will not be available. Offerors must submit both a technical proposal and a price proposal. The price proposal must show a breakout of costs. The technical proposal must include responses to the Technical Evaluation Criteria, which will be posted with the RFQ. All future information about this acquisition, including amendments (if any), will also be distributed solely through the EPA's web site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Telephone and FAX requests for this information will not be honored. Potential offerors should hold any technical questions until they have had a chance to completely review the RFQ.
