Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is NNK08237753Q and is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220 with a size standard of 750 employees. This requirement is being procured on an unrestricted basis and only qualified offerors may submit quotes. Quotes are due by April 21, 2008, at 1:00p.m. ET. Destination shall be Kennedy Space Center (KSC), FL. NASA-KSC requires the following items, brand name or equal: 1. Item: High Definition MPEG-2 Encoder. HD SDI input (SMPTE 292), DVB-ASI output, loop-through input, AES audio input, Main Profile@ High Level 1280 ? 720 progressive 59.94 Hz (60 Hz optional) 4:2:0, MP@HL1920 ? 1080 interlaced 29.97 Hz 4:2:0, variable output rate, embedded audio on input, user interface via Ethernet, settings retained through power cycling, front panel status indicator, 19? rack mountable, software upgrade support, warranties effective at least 1 year; if system is chassis-based, at least two chassis are required; encoder density: no more than 2 rack units per encoder. Manufacturer: NTT Electronics Model: HE3000-420 Quantity: 2 Each CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial and 52.211-6 Brand Name or Equal, apply to this acquisition. The selected Offeror must complete the requirements in FAR 52.212-3, Offeror Representations and Certifications - Commercial Items at https://orca.bpn.gov/. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. In addition to providing pricing, each Offeror must provide documentation for items equal to brand name to the Contracting Officer listed below so that they are received no later than the closing date and time for this solicitation. Quotes will be evaluated on a Lowest Priced Technically Acceptable basis. Failure to comply with the above instructions or terms may result in quote being determined as non-responsive. Quote is to include all fees, including shipping or freight costs. Please provide your estimated delivery schedule in the comments portion of the buy. Questions or comments regarding this solicitation must be submitted in writing by April 14, 2008, cite the solicitation number, and be directed to Christina Williams at the following address: Christina.L.Williams@nasa.gov. Oral questions will not be answered due to the possibility of misunderstanding and/or misinterpretation. The entire quote shall be submitted electronically to the following email address: Christina.L.Williams@nasa.gov. The quote must be received by APRIL 21, 2008 at 1:00 P.M. ET. Do not send a hardcopy of the quote. The submissions shall be prepared in either PDF or Microsoft Office 2000 or greater. The submitted file cannot exceed 4 megabytes.
