- The purpose of this amendment 3 is to answer questions and extend the deadline. The deadline for proposals was Monday March 24 at 5 PM; the new deadline is Tuesday, April 1 at 12 noon. Questions and answers are below. Q. DD254 Secrete facility clearance - where to find application? Is there any assistance with this application? A. The DD 254 form is to be filled out after the presentation and is not to be included in the offeror's proposal package. USSS will email a blank form upon request, and will provide all necessary forms to the likely award winner after the presentation. Q. How to get Cage Code? A. The Defense Logistics Information Service (DLIS) is the only source for the assignment/maintenance of the Commercial and Government Entity (CAGE) Codes. See http://www.dlis.dla.mil/. Q. CSR needs application or registration - where to get this? A. The Contract Security Representative (CSR) is an individual designated by the offeror. Q. CSR if it need to get background check - where to go? A. The Contract Security Representative (CSR) is to handle the paperwork required for background checks. USSS will provide the necessary forms to the CSR. Q. Annual or period of award: total estimated hours of services? Q. On-Call or Full time? Item " I " says full-time or Item " VI " says on-call? Or both? A: From the Statement of Work: The contractor will provide dedicated, on-call sign language interpreting services on Mondays through Fridays from 9:00 a.m. to 4:00 p.m. for the deaf Counterfeit Specialist. The contractor will be required to be on-site during these hours to provide interpreting services. Q. SSF 3237 and 4024, Aplication where to get them? on your Bid it say Attachment 1 and Attachment 2 but there is no attachment or what so you mean for attachment 1 and 2? They seem like forms that need to be filed, where to obtain those. Q. Solicitation 137208's amendment states that "the offeror must submit the following documents and others as required for each respective person immediately prior to award" which means after the presentation, USSS will provide those forms to offerors. The contractor access form will be emailed to each offeror providing a quote, in order to have access to the USSS facility where the presentation will be held. A. These two forms are for the interpreter(s) or for the CSR to do for the interpreters? A. The Contract Security Representative (CSR) is the offeror's point of contact and is to coordinate the contractor's staff filling out and returning all forms. Forms will need to be filled out and signed by the actual interpreters. Q. Who needs backgrond check? (CSR and Interpreters) Please see the Statement of Work for a full explanation. Q. Where do interpreter get DSS/DISCO clearance? Q. Interpreter Clearance - Where to find application/documents to file and get it? A. The amendment states: All personnel working under this requirement must be U.S. citizens and possess a minimum level Top Secret Defense Security Service (DSS), Defense Industrial Security Clearance Office (DISCO) or equivalent clearance. Guidance from the Defense Security Service on obtaining Personnel Security Clearances and Facility Clearances may be found at https://www.dss.mil.
