- Description
- The Office of Federal Student Aid (FSA) of the Department of Education intends to extend, on a sole source basis, contract number ED-06-CO-0027, for up to an additional five years. The contractor is Accenture, LLP. This contract will fulfill the need for requirements analysis, development, testing, operations, maintenance, technical support, and documentation in support of the Common Origination and Disbursement (COD) system. COD supports the origination and disbursement of funds for the Direct Loan, Pell Grant, Academic Competitiveness Grant, National SMART Grant, and effective July 1, 2008, TEACH Grant programs to post-secondary schools and students. FSA believes that Accenture is the only source possessing the necessary existing systems, information, resources, and expertise to meet the program requirements within the time required by FSA. The contract that FSA intends to extend with Accenture is necessary to continue services for the COD program until a Government owned or licensed system is in production. It is anticipated that this replacement process could take up to six years. Market research indicates that a minimum of two to four years is required to achieve system stability if a new system were to be acquired. Based on Federal Student Aid's anticipated timeframe for system acquisition or replacement, it has been determined that competition for a new system is not practical at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. See Numbered Note 22.
