- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-08-T-0005, Request for Proposal. The North American Industry Classification System (NAICS) Code is 238220 size standard is $13 M. The proposed contract is 100% set aside for small business concerns. The offeror must include a statement regarding the size of the business. This requirement of the Connecticut Air National Guard (CTANG) consists of repairs boilers in various building on site. The location i s Bradley ANG Base, 100 Nicholson Road, East Granby, CT 06026. The offeror will furnish all plant, labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to perform operations in connection with the repair of boilers . The contractor shall provide all labor, tools, equipment, supervision, expertise, transportation and parts necessary to provide complete inspection, service, and repair services as defined for various Boiler systems located on Bradley Air National Guard Base (ANGB), 100 Nicholson Road, East Granby, CT. The work includes inspection, field design, maintenance, equipment repairs, and operational testing of all repairs accomplished. The work shall include a warranty of all parts and workmanship performed for a period of 12 months from completion of contract period of performance. The general scope of work shall focus on repairs to boilers in buildings 1, 16, 17, 19, 21, 26 and 27 but not limited to the same. The contractor is responsible for engineering a ny required piping configuration to facilitate optimization of a heating circulation loop and corresponding equipment for boilers that currently are missing the same. The contractor will provide a conceptual mechanical layout drawing for each system being repaired and provide to BCE or COR prior to the work commencing. An updated as-built schematic shall be submitted to the BCE or COR if the finished piping work physically differs from the conceptual layout. The repair work shall include but not be limited to the following: a) Bldg 1: Add hand holes to covers to water tubes on Boiler 1; Replace Low water cutoff controllers on both boilers b) Bldg 16: Replace two intermediate section of a Burnham V-910 boiler; Install blend pump with Flow switch; install rails under the boiler. c) Bldg 17: Replace existing Honeywell R7795A control with Honeywell R7800 Series. d) Bldg 19: Replace existing Honeywell R7795A control with Honeywell R7800 Series. Install blend pump and flow switch. <B R>e) Bldg 21: Replace front and two forward intermediate sections in one Burnham V912 boiler. Replace one intermediate section in a second Burnham V912 boiler. Install and wire manual reset aqua-stats and flow switches on two boilers. Provide and install new base rails on two boilers. f) Bldg 26: Replace all three sections in one Burnham V903 boiler. Replace one section of the second Burnham V903 boiler in the building. Provide and install base rails on two boilers. g) Bldg 27: Replace existing Honey well R7795A control with Honeywell R7800 Series. Replace one sections of a Burnham V910 boiler. Provide and install base rails on the boiler. The Government anticipates award of a firm-fixed price contract and award will be made on the basis of best value to the Government; technical, price, past performance. Technical factors includes past performance and technical considerations, which are of equal value, but when combined, price will be significantly more important.
