Description

Repair/Recapitalization of Ground Support Equipment (GSE) for the PATRIOT Missile System. This action is to procure by other than full and open competition, depot level diagnosis, repair, and recapitalization of contractor supported PATRIOT assemblie s and subassemblies. Authority CITED: Statutory Authority Permitting Other Than Full and Open Competition for this requirement is 10 U.S.C 2304(C)(1), as implemented by paragraph 6.402-1 of the Federal Acquisition Regulation entitled: Only one responsible source and no other supplies or services will satisfy agency requirement, Ref # Note 22. This action is sole source to Raytheon Electronic Systems, INC, 180 Hartwell Road, Bedford, MA 01730. Raytheon Company is the actual manufacturer and the only source k nown with the expertise, knowledge, technical data package (TDP) and special inspection equipment (SIE) required to diagnose and repair these items. Raytheon Company will provide the services and supplies required to repair certain assemblies and subassemb lies, and repair and recapitalize other assemblies to a near zero hours, zero miles condition, as required by the Government. The proposed contract is Cost-Plus-Fixed-Fee (CPFF), which will cover repair/recapitalization for a period of a base year and thre e option years. The contractor must be capable of performing diagnostics, repairing, and recapitalizing all packages/parts without exception. The entire requirement of 148 assemblies/subassemblies is available upon written request faxed to (717)267-9834 or emailed to jeffrey.kunkleman@us.army.mil, ATTN: Jeffrey Kunkleman. The solicitation will be available for release no earlier than 1 May 2008. Interested firms should submit written qualifications. All qualified, responsible sources, may submit an offer, w hich will be considered.
