Description
This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) has a requirement for armed and unarmed guard services at Hoover Dam. The guard services are required at work sites and checkpoints near and at Hoover Dam in Nevada and Arizona. Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada. On a daily basis Hoover Dam receives between 13,000 to 19,000 vehicles traveling through on US Highway 93. The Visitor Center receives between 1,500 to 5,000 visitors each day, depending on the season of the year. Security guards will be working very closely with sworn law enforcement officers and other security staff in providing protection to both the visiting public and to an American icon that is classified as "Critical Infrastructure" to the United States. Some post locations require that guard staff be maintained twenty-four hours a day, seven days a week, and 365 days a year, including holidays. The Contractor shall provide all management, supervision, labor, training, transportation, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screening, reports, files, and shall plan, schedule, coordinate, and assure effective completion of all security guard services to: 1. Safeguard personnel, deter the commission of crimes against persons and property, summon appropriate response forces and assist those response forces as required. 2. Deter and report unauthorized personnel or vehicular entry into designated areas. 3. Comply with standard operating procedures regarding issuance of passes and badges to Government employees, visitors, contractors, vendors, and others. 4. Deter and report the damage, pilferage, removal, secreting, misappropriation, misuse, larceny, theft, or other improper or unlawful threats to, or disposition of, Government or personal property or acts of espionage, sabotage, or wrongful destruction within the designated areas. 5. Provide proper documentation and reports of all incidents and investigations. 6. Provide emergency assistance as required, perform traffic control, assist the general public, and perform other situational instructions as given or directed by the Hoover Dam Police Chief. The proposed contract will be a firm fixed-price service contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 561612, Security Guards and Patrol Services. The Bureau of Reclamation, Lower Colorado Region, is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than April 18, 2008. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of services listed above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of services provided to similar Government facilities where a high degree of security is required. The list should specify the types of facilities at which the services were performed. For each project listed, provide the following: dollar value of the job, the facility name, facility location, and the customer's contact name and phone number. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All responses to this sources sought notice shall be provided to Dennis Campbell/LC-3135, Contract Specialist, P. O. Box 61470, Boulder City, NV 89006-1470 or via e-mail dcampbell@lc.usbr.gov. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
