- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase the following or equal Rotary Frequency Converter (RFC) manufactured by POWER SYSTEMS AND CONTROLS INC located at 3206 Lanvale Ave, Richmond VA 23230. This is a Brand Name or Equal To requirement. Item No. 1, Qty 1, Desc. RFC-QN816-50/40AAE - 50kVA/40kW 400hz Rotary Frequency Converter; Item No. 2, Qty 1, Desc. Onsite Training - One Day, covering setup and operating instruction. The Rotary Frequency Converter salient characteristic s that must be met are as follows: Brushless, Synchronous Motor Generator with Brushless Exciter, Reduced Current Motor Starter with Start button, Motor Controls must consist of the following items: Motor Input Circuit Interrupter, status light shall indicate motor on. The motor shall be equipped with protector circuits to protect for the following defaults: Output over-voltage/under voltage, starter overload, output under-frequency shutdown only, motor overload, motor over-temperature, motor and generator bearing over-temperature. Service factor: the motor and generator shall be capable of continuous duty, 24/7/365 hour service. Furthermore, the motor shall be protected from return of utility power before the RFC has coasted to a stop. Reduced current motor starting shall be equipped with the motor generator (MG) set to reduce the starting inrush; Generator Controls must consist of the following items: Generator Output Circuit Breaker, Voltage Adjustment Range control sha ll provide up to plus 10 percent adjustment range from nominal; in the event of failure, fault detector/protective devices shall shut the unit down and activate internal latched indicators after the motor generator, set has stopped to simplify troubleshooting. The Generator shall be equipped with protector circuits to protect for the following defaults: Output over-voltage/under voltage, output under-frequency shutdown only and generator bearing over-temperature; Service factor: the motor and generator shall be capable of continuous duty, 24/7/365 hour service and, in the event of a sustained power outage, the output breaker will be tripped when the output frequency decays to a preset level. Metering shall be provided to monitor AC Input Voltmeter, AC Input Current, AC Output Voltage, AC Output Current. Both motor and generator shall be installed on a common mounting steel base, the controls of the motor and generator shall be mounted in separate floor standing cabinet or attached to the common base. All items are to be priced Open Market or G SA only, no other methods will be accepted. Delivery is required within 12 to 14 weeks of award. The warranty shall cover 12 months from delivery. These items will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The closing date is 28 March 2008 at 1200, noon, Eastern Time. Anticipated Award date is 4 April 2008. All items shall be priced FOB-Destination, Dahlgren, VA. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
