- Description
- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source contract to Creare Incorporated for the acquisition of engineering services to produce a Chemical/Biological Agent Resistance Test (CBART) test fixture. The CBART test fixture will be used to test candidate materials for the Joint Service Lightweight Integrated Suit (JSLIST), an ACAT III program. The performance of the prototypes will be validated at two test centers, (i.e. Dugway and Battelle) with two rounds of prototyping at each center. The CBART program was established to address capability shortfalls with current protective materials testing methods established by the Aerosol-Vapor-Liquid Assessment Group (AVLAG). New test methods/equipment are required to adequately evaluate modern protective materials and provide individual protection equipment developers with the information needed to evaluate performance of components of their products. Creare Incorporated is the only company that can provide this support for the following reasons. Currently the AVLAG cell is used for assessing the penetration resistance of individual protective (IP) garments against various chemical agents. The AVLAG cell and system has evolved over years, but a number of drawbacks remain, including significant uncertainties in the resulting data, inefficiency and expense, risk to test personnel, and a limited range of test conditions. Creare Incorporated is the only company that has provided a concept for the new CBART cell that will enable consistent testing of all material types, reduce uncertainties in measurements, increase realism and range of test conditions, and utilize automation to improve efficiency and personnel safety. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement.
