Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to procure through a best-value full and open competition, non-personal engineering and technical support services in support of the U.S. Joint Forces Command, Joint Systems Integration Command (JSIC). The contractor shall conduct studies, assessments, experiments and demonstrations, and provide related documentation supporting recommendations; provide independent analyses and research; conduct technical assessments (interoperability and military utility); and perform related tasks in support of JSIC assessments, experiments, and demonstrations. The proposed requirement is being processed on an unrestricted basis and will result in a Cost Plus Fixed Fee, Indefinite-Delivery, Indefinite-Quantity Contract. The solicitation will have a base period of performance commencing 01 January 2009 through 31 December 2010, with two, two-year option periods. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offerors?s technical proposal more important than their cost/price proposal. The applicable NAICS code and small business size standard are 541512 and $23M, respectively. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The solicitation will be made available electronically upon its release at https://www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) datab ase to be considered for award. See www.ccr.gov for further information and instructions. The Government will not pay for information received.
