- NASA/JSC plans to award a Firm Fixed Price (FFP) contract to Carleton Technologies for the acquisition of a primary variable regulator bench-top prototype with the design of the mechanical components modified from the current Extravehicular Mobility Unit (EMU) Secondary Oxygen Pack (SOP) regulator (SV 799042) for use in the newly redesigned Extravehicular Activity (EVA) Spacesuit systems to support the mission for the Constellation Program. The contractor shall provide analysis and design to adapt the current Electromagnetic Interference (EMI) SOP regulator design to meet the requirements in accordance with the attached Statement of Work and as specified within the spec, fabrication of a bench-top prototype with functional requirements specified in the spec, development of control algorithms and software in Lab VIEW for control of the bench-top prototype and delivery of the prototype hardware, control software, and associated specific support equipment such as interface cables, connectors, etc. The Statement of Work can be viewed at: http://procurement.jsc.nasa.gov/NNJ08240787/SOW_Primary_Variable_Reg_Bench-top_Prototype_ 3-19-08.doc The Specifications can be viewed at: http://procurement.jsc.nasa.gov/NNJ08240787/Primary_Variable_Regulator_Spec.pdf NASA/JSC intends to purchase the services/items from Carleton Technologies. Carleton Technologies is the sole supplier the primary variable regulator bench-top prototype that meets NASA JSC?s zero leakage capabilities requirements which have been continuously proven in the use of NASA?s current EMU SOP. The existing space suit is being redesigned for simplicity, high reliability, on-orbit maintenance, and robustness in adverse conditions. Among the improvements being employed is the evolution of the oxygen regulators currently used on the Shuttle EMU to include a wider performance band, continuous pressure variability vs. two discrete set-points, and included ability to treat Decompression Sickness (DCS) symptoms either during an EVA excursion or during Intra-Vehicular Activities (IVA) after an EVA. The current Shuttle EMU requires separate hardware and several minutes to engage limited DCS treatment; adding the in-suit DCS treatment as part of the regulator design will reduce the health risk to the Crew. The addition of continuous variability to the pressure regulation set-point will allow for the regulator to adjust the suit pressure and minimize the ?pre-breathe? or time spent breathing pure oxygen ahead of an EVA. By evolving the proven Shuttle EMU SOP regulator design to include these upgrades for the new space suite, there is reduced risk to safety, reliability, cost, and schedule associated with the design because it is an evolution of a proven design rather than a new design which would be untested in many aspects increasing overall risk to the crew. The current SOP regulator design has been in use in the Shuttle EMU for more than 20 years without a single flight failure; it has also demonstrated impeccable oxygen compatibility performance when tested and evaluated at the White Sands Test Facility (WSTF). The Government does not intend to acquire a commercial item using FAR Part 12. Interested parties may submit their proposal to perform the effort in writing to the identified point of contact no later then 3:30 p.m. local time on April 4, 2008. Such proposals will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer with shall be considered by the agency. An Ombudsman has been appointed.
