- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to issue a Purchase Order using Simplified Acquisition Procedures to the Original Equipment Manufacturer (OEM) and only known source with historical repair parts availability and repair capabilities, Eaton Aerospace Incorporated, for a complete repair of Five (5) each Valve Bleed Air Off, P/N: 61150-2, NSN: 1660-01-074-5285, in accordance with CMM 21-23-12 Latest Revision Dated October 15/78. ALL OEM SERVICE BULLETINS PREVIOUSLY INCORPORATED SHALL REMAIN INCORPORATED. SERVICE BULLETINS THAT UPGRADE THE COMPONENT OR IMPROVE RELIABILITY SHALL BE INCORPORATED UPON APPROVAL OF THE USCG?S CONTRACTING OFFICER. The Original Equipment Manufacturer (OEM) for the HU-25 aircraft is Dassault Aviation, previously Avions Marcel Dassault-Brequet Aviation (AMD-BA). The OEM for all items is Dassault Aviation, 9 RPT Champs Elysees Marcel Dassault, Paris F-75008, France, Cage Code F6117. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-08-Q-100023, will be available for downloading from FedBizOps on April 6, 2008 at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) Terence.L.Blucker@uscg.mil (e-mail address), with an anticipated award date of April 22, 2008. The North American Industry Classification Standard (NAICS) is 488190 and the size standard is $6.5M to classify as a small business. THIS IS AN UNRESTRICTED PROCUREMENT. All responsible sources may submit a quotation which shall be considered by the agency. Sources must have a valid Cage Code and DUNs Number or have the ability to obtain one, also be actively registered in CCR www.ccr.gov (Central Contractors Registration) and ORCA https://orca.bpn.gov (Online Representations and Certifications Application). F.O.B. Destination is preferred. Quotes will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. Desired delivery date after repair of the material is May 21, 2008. Packaging instructions will be specified in the RFQ/solicitation. Delivery shall be to U.S.C.G. Aircraft Repair and Supply Center, Elizabeth City, NC 27909 Attn: Receiving and/or Quality Assurance Section.
