- Contracting Office Address RDECOM Acquisition Center - Edgewood, ATTN: AMSRD-ACC-E (Schoerner), 5183 Blackhawk Road, Aberdeen Proving Ground, MD 21010-5424 Description: The Joint Project Manager, Nuclear, Biological and Chemical Contaminat ion Avoidance (JPM NBC CA) is requesting information and seeking sources regarding technologies and/or methods for detecting and identifying liquid chemical warfare agents and toxic industrial chemicals on the ground, and aerosolized biological warfare age nts (objective) in support of the NBC Reconnaissance Platforms; specifically to include the Stryker NBC Reconnaissance Vehicle (NBCRV) and the Joint NBC Reconnaissance System Increment 1 (JNBCRS 1) Light Armored Vehicle (LAV). Background: Desired specifications include, but are not restricted/limited to: Size: approximately 5.5 cubic feet (35x20x14 inches; HxWxD), 200 pounds; Detection and identification time: Chemical less than 45 seconds (threshold) and Biological less then 5 minutes (objective); System Power: Peak power less than 1000W, Operating less than 500W; Input Voltage: 20-31 Vdc; Temperature Range: Operating -25?F to 120?F; Storage -60?F to 160?F. Humidity (operating): 5-95% Relative Humidity. Shock and Vibration: MIL-STD-810F. Electro magnetic Interface: MIL-STD 461. Mean time to Repair (MTTR): less than 30 minutes. Data Storage: Capable of storing and maintaining 216 hours of continuous operational data in memory. System must interface with sampling probe (threshold) and bio intake stack (objective) integrated onto platforms currently. Complete and partial solutions are welcome. The following documents will be provided by the government upon request and government approval: The Draft CBMS II Performance Specification (P-Spec) . All requests for the Draft P-Spec shall be requested to the Government Point of Contact no later than 10 April 2008, 12:00pm ET. All interested parties shall submit and provide concise information showing a superior understanding of fundamental problems and technological solutions. Interested firms should submit literature/brochures, in English, not exceeding thirty (30) pages describing their technical capabilities, item design details and operational characteristics, production capacity (month ly sustainable production rate and maximum production rate), timeframe for first and subsequent deliveries, location of manufacturing facilities, and unit production costs as available/applicable.
