Description
The Naval Air Systems Command, Aircraft Division (NAVAIR-AD), Patuxent River MD intends to procure an antenna pedestal/controller L-Band System to include: an installed refurbished 3308 pedestal, antenna control unit model 3883, servo control unit model 3881, ViaSat 15 ft standard base extension riser and 9.1 meter antenna with dual polarized dual linear cross log periodic feed. The Government intends to solicit and negotiate on an other then full and open competitive basis with ViaSat, Inc. of Duluth, GA under the authority of Federal Acquisition Regulation (FAR) 6.301-2, only one responsible source and no other services or supplies will satisfy the agency requirements. The existing system currently in use was developed by ViaSat, Inc., is the only system that will ensure 100% compatibility and interoperability with existing systems and is the only source for the L-Band System procurement. Interested parties may submit a capabilities statement in which to identify their interest and capability. To be eligible for contract award or payment by any Department of Defense activity, offerors must be registered in the Central Contractor Registration (CCR) database, see http://www.ccr.gov. All capabilities statements received by 2:30 PM Eastern Standard Time, 8 April 2008 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
