- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, of the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice and IAW FAR Part 13 . This announcement constitutes the request for quote for the required items under Solicitation Number W912DQ-08-T-0066. NAICS code: 238990, Small Business Standard: $13.0. A subsequent solicitation document will Not be issued. US Army Kansas City District , Harry S. Truman Project intends to issue a contract for Underwater Dive - Replacement of Log Boom Flotation Buoys with Options for Inspection of Monolith Joints as specified. This will be a firm-fixed price award, 100% Small Business Set-Aside, with awar d made to the low technically acceptable quoter. At A Minimum, Responsible Sources Shall Provide Pricing For The Following: A price proposal on letterhead including Tax I.D. #, Duns #, and Cage Code. Installation of Flotation Buoys: Buoy replacement will be a lump sum item. Includes all work re quired to remove and dispose of the existing buoys and install the new buoys as specified herein. Inspection of Monolith Joints: Monolith Joint Inspection work will be paid per day (four-person dive team, eight hours per day), on a not-to-exceed ba sis. Any work over eight hours per day will be directed by the Government and be paid as an overtime rate. (Optional Work Item) Overtime: An overtime rate for a 4-person dive team shall be provided for hours in excess of an eight hour work day for the monolith joint inspection work. No overtime will be paid for the installation of the flotation buoys. The estimated maximum number of overtime hours is six hours. The actual amount of overtime required to complete the work will be paid per hour bas is. The Contractor must receive approval from the COR to work overtime. Complete Specifications and Drawing May Be Obtained by Contacting: Margie.A.Slavens@usace.army.mil 660-438-7317 extension 3606. Brief Description of Work: The existing log boom at Harry S. Truman Dam consists of two wire rope cables two inches in diameter secured to the upstream wall of the dam at elevation 728.0 above mean sea level and two wire rope cables (also two inches in diameter) anchored to the lake substrate with pile anchors at el evation 692.0. Two large flotation buoys serve as connection and location points and provide buoyancy for the system. Normal lake elevation is 706.0 above mean sea level. See drawings G-1 and EC-1 through EC-3 for an illustration of the existing system. Please note that some details may not be accurate on the drawings due to field changes during the past few years. Contractor shall be responsible for remo val and disposal of the current flotation buoys and connecting two new replacement buoys. It is advised that lake elevations and conditions are subject to change at any time during or prior to any work. Contractor shall take all necessary precautions to ensure that the wire ropes do not sink at any point in the operations, and will be fully liable to retrieve all pieces or sections that submerge during work. All work shall be completed within 45 calendar days of award of the contract. All diving shall be in accordance with Appendix A, Diving Requirements. If necessary, power plant generation may be suspended during diving operations. The work to be performed consists of furnishing all labor, equipment, and services required to perform the work. Monolith Joint Inspection (Optional Work Item): The Contractor shall perform an underwater inspection of monolith joints and the horizontal construction joints between each monolith joint as directed by the Government. The anticipated monolith jo ints to inspect are 8/9, 9/10, 10/11, and 11/12. This work will involve visual inspection of joints, injecting dye to identify potential leak paths, and packing of specific joints to help reduce leakage. The material used for packing the joints must be pliable (i.e. Oakum, etc.) enough such that it will conform to the irregular concrete surfaces. This work will be paid on a daily basis as specified. Overtime (Optional Work Item): An overtime rate for a 4-person dive team shall be provided for ho urs in excess of an eight hour work day. The estimated maximum number of overtime hours is six hours. The Contractor must receive approval from the COR to work overtime. Overtime will be paid for the monolith inspection work only. Equipment and Materials: Except for Government furnished (GF) items listed hereinafter, the Contractor shall provide a barge, work boat, and equipment and materials as necessary to accomplish the work specified herein. The Contractor shall be responsible for his equi pment, supplies, and materials maintained at the project. The Contractor shall provide all cranes, rigging, lifts, operators, and other necessary means to move equipment or material as required pursuing and completing the work whether owned by the Governm ent or by the Contractor, unless otherwise specifically mentioned. This includes but is not limited to the unloading and loading of equipment and material. The Contractor shall use care when installing GF equipment and will be required to replace GF equi pment damaged during completion of the work specified herein. The GF equipment described herein may become available to the Contractor after furnishing a written request 72 hours in advance. a. New Flotation Buoys. Two new buoys will be provided f or installation. b. Connection Hardware. Two new float connection plates (See drawing M-3) will be provided for installation. In addition, two six feet long, 1 3/8 inch galvanized wire ropes will also be provided. Storage of Equipment and M aterials: The contractor shall be responsible for the storage of their equipment and materials. Damaged Equipment or Abnormal Conditions: The Government shall be informed immediately upon finding any damaged equipment or other abnormal conditions involving additional work in which the Contractor believes he has no responsibility. The failure or abnormality shall not be disturbed until witnessed by the onsite COR. Prior to proceeding further with work, the Contractor and the Government shall agre e in writing as to the responsibility for the damage or abnormality. Protection of Material and Work: All materials, supplies, tools, equipment and Government property (including all tools, equipment, and special devices supplied by the Contractor and to be turned over to the Government at the end of the Contract) shall at all times be protected and preserved in an approved manner and in accordance with t he manufacturer's recommendations. If material, equipment, supplies, and work performed are not adequately protected, such property may be protected by the Government and the cost thereof will be charged to the Contractor or deducted from any payment due. Protection and Restoration of Existing Facilities: All existing grounds, property and facilities shall be protected whether or not shown on the drawings. The Contractor shall use extreme care when moving or installing Government equipment and mat erials (man basket, buoys, etc.). Upon completion of the work, all the existing grounds, property and facilities, not included as a portion of the work, shall be left in a condition equal to the original condition prior to the contract. Costs for repair and restoration of any facilities shall be considered incidental to and included in the contract price. Daily Cleanup and Disposal: All debris resulting from the work, such as waste metal, scrap lumber, trash, etc., shall be collected, removed, and disposed of off site at least once per shift. Disposal shall be in accordance with Federal, State and Local regulations. The Government's trash cans, dumpsters, etc. shall not be used unless approved by COR. All costs of removing debris shall be incide ntal to the work, and no separate payment will be made therefore. All temporary structures used by the Contractor in the course of the work shall be left looking broom clean. Underwater Video: The Contractor shall take underwater audio and video f ootage of the monolith joint inspection work. The clarity of the recording shall be checked by the Contractor to assure the information being recorded is of sufficient resolution, format and audio quality. The audio/video footage shall be in Windows Medi a Player format (Version 11 or higher) and recorded on a DVD. The Contractor shall provide three (3) copies of the DVD to the Government. Work Documentation: A final job report shall be submitted to the Government by the diving Contractor within 1 4 days after completion of all work. The final report shall include diver's logs, documentation of work completed, and audio/video recording made during the monolith inspection. Work Area and Coordination: The For Information-Only Drawings provide information concerning the location of the flotation buoys and monolith joints. The Contractor shall be responsible for providing a work boat to complete all work specified herein. The closest boat ramp available for use is located in the Shawnee Bend P ublic Use Area (see project site map). The boat ramp is approximately 5 minutes from the upstream side of the powerhouse by boat. It is recommended that all parties interested in bidding this contract work make a site visit to gain a better understanding of the work required. All site visits shall be coordinated with Greg Mr. Greg Wright by calling 816-389-3304. Powerhouse Coordination: Coordination with powerhouse personnel will be required to schedule all diving operations. The Contractor sh all maintain close daily coordination with powerhouse personnel. A daily activity clearance shall be obtained from powerhouse control room personnel before work begins. The Contractor shall notify the powerhouse control room personnel when daily work is completed. The Government will provide the Contractor with two-way radio so communication is maintained with power plant control room personnel throughout all diving operations. Dive Requirements: All diving operations shall be performed in accord ance with the requirements outlined in Appendix A of the contract specifications. Project Security: The project may or may not be open to the public during normal working hours because of security reasons. A procedure shall be prepared and submitt ed for approval for the identification and control of employees entering or leaving the project during the hours of closure. The security of the Contractor's p roperty and items furnished under this contract are the Contractors responsibility, until accepted, whether stored inside or outside the powerhouse. Project Schedule and Working Hours: All work shall be completed in 45 days after notice to proceed . The Government shall notify the Contractor 14 days prior to the specific dates divers are required to be onsite to perform work. All work shall be performed between 7:00 am and 4:30 pm daily, Monday through Friday except Government holidays. The above description of work is not complete.
