Description
NAVFAC EURSWA is looking to identify possible sources for providing oil spill response and training support for U.S. Navy oil pollution incidents within the European Area of Operations. The purpose of this support is to meet any resource shortfalls that may exist in both response execution and training for required oil spill preparedness and contingency operations. Specifically: Time-related response support for an oil spill from: 1. U.S. Navy and Military Sealift Command (MSC) vessels in open ocean and coastal environments. 2. U.S. Navy and MSC vessels inport at U.S./NATO installations. 3. U.S. Navy and MSC vessels inport at non-military ports. 4. U.S.-managed bulk fuel facilities. Response support requirements will include: 1. Respond to the scene within 24-72 hours. 2. Respond with mechanical containment and recovery equipment appropriate for the type of discharge within the time requirement. 3. Provide prearranged available resource listing and cost information to support scalable response coverage. 3. Provide all waste management and disposal support for tasked response operations. 3. Coordinate all country clearance and entrance requirements. 4. Comply with all applicable Host Nation and European Union environmental and waste management regulations. Training support may include: 1. Spill management team organization and operation. 2. Oil spill response strategies and recovery operations. 3. Waste handling and disposal. 4. Mechanical equipment deployment at a specified location. 5. Facilitation of table-top management exercises. 6. Facilitation of multi-agency conferences. The contemplated IDIQ contract would be a base + four years with a Not to Exceed value of approximately $5 Million.
