- The Fleet & Industrial Supply Center, Puget Sound is soliciting for a firm fixed price service type contract to be negotiated on a full and open basis for coordination and conducting a Youth Summer Day Camp Program for 103 US Military and civilian dependent youths, 1st ? 6th grades, at US Naval Air facility, Atsugi, Kanagawa-ken, Japan. The contractor will provide one (1) Program Coordinator, one (1) Day Camp Director and eight (8) camp counselors in support of the summer day camp program. Submittal of resumes, training certifications, background checks, and health/immunization records will be required prior to contract award. The period of performance is from the 08 June 2008 through 22 August 2008 with four options periods for successive summers through 2012, if exercised. The Program Coordinator shall meet the following criteria to be considered for this summer camp program: A Master?s Degree in Leisure Recreation, Special Education, Physical Education, Therapeutic Recreation, Youth and Human Services Ag ency Administration, Music & Drama, or Social Service. The student must have completed all necessary course work for the Master?s Degree and be in the process of finishing his/her thesis. Day Camp Director shall meet the following criteria to be considered for this summer camp program: Must have at least three (3) years working in the Camp Adventure program, two (2) must be at the Camp Director level. Counselors shall meet the following criteria to be considered for this summer camp program: Eight (8) with majors in any of the following fields of study: (a) Music, Arts & Crafts, or Drama, (b) Physical Education (c) Recreation Majors (d) Special Education, Early Childhood Education, Therapeutic Recreation, Social Service, Asian Studies, or Psychology. Counselor shall have specialized experience in day or resident camp settings working with children and two counselors shall have current America Red Cross lifeguard certification/training. The contractor shall submit documentation to ensure all personnel meet educational requirements, training, background checks and specialized experience, arrange for passports and visas, arrange for round-trip airfare, daily meal purchases, arrange living expenses, and provide uniforms and abide by the installation dress code policy. Travel expenses will be reimbursed in accordance with the Joint Travel Regulations. Written requests for this RFQ may be emailed to rita.spalding@navy.mil. The commercial solicitation, N00406-08-T-0442, will be issued on or about 28 March 2008 with a closing date of 14 April 2008. Proposed contract to be procured using commercial Simplified Acquisition Firm Fixed Price Abbreviated Source Selection Plan Procedures in accordance with FAR Part 12 and 13.5.
